MINUTES Page 9 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— December 20, 2010 <br /> Councilmember Starosciak commented that she believes the process has been appropriate and <br /> fair, and that City employees have been dedicated in serving the community. She pointed out <br /> that the City Council regularly approves important policies that bind future Councils. <br /> Councilmember Starosciak commented that in 2000, when the City agreed to pay the <br /> employees' share of PERS, PERS was super - funded, and the City did not pay anything. She <br /> stated that she is proud of the agreements, and she hoped that the incoming Council will <br /> ultimately see the merits of the process. <br /> Councilmember Stephens expressed admiration for the hard work and dedication of the City's <br /> employees. He commented on the suggestion that the incoming City Council should be <br /> allowed to vote on the contracts, noting that five members of the current Council would also <br /> have a vote. Councilmember Stephens stated that he would abstain from the vote, but did not <br /> believe it would change the outcome. <br /> Councilmember Souza thanked members of the audience for their attendance and <br /> participation. She expressed agreement with her colleagues that the City has bargained in <br /> good faith, and that these are good contracts. Councilmember Souza stated that she looks <br /> forward to working with the new Mayor and Councilmember on many upcoming challenges. <br /> Vice Mayor Reed thanked everyone who spoke on the matter. She stated that, while not <br /> opposed to the contracts, she recognized that the new members of the Council wanted to be <br /> involved in the decision - making; and while not opposed to delaying the decision, she wanted <br /> to heed the caution by the City Attorney that the negotiations should not be reopened. <br /> Councilmember Gregory commented that he has heard from many residents who are very <br /> concerned about the approval of the employee agreements. He stated his own concerns <br /> regarding the City's financial uncertainty, including the impact of increased Ca1PERS <br /> liabilities. Councilmember Gregory noted that in light of the City Attorney's caution, he <br /> would vote to approve the agreements. <br /> 8.G. Resolution Approving the Memorandum of Understanding [MOU] Between the City of <br /> San Leandro and the San Leandro Management Organization (SLMO) (provides for a <br /> two -year contract for the period January 1, 2011 to December 31, 2012). <br /> • Resolution No. 2010 -157, Resolution Approving the Memorandum of <br /> Understanding [MOU] Between the City of San Leandro and the San Leandro <br /> Management Organization (SLMO) (provides for a two -year contract for the <br /> period January 1, 2011 to December 31, 2012). <br /> • <br /> M /S /C Prola and Starosciak.
