California Redevelopment Agencies - Fiscal Year 2009/2010 <br />Status of Low and Moderate Income Housing Funds <br />Sch C Agency Financial and Program Detail <br />SAN LEANDRO <br />Achievements <br />Description <br />DESCRIPTION <br />Estabrook Place is a new affordable senior housing community designed to create a healthy, supportive <br />environment for very low& #8208; income seniors to age in place and live independently in a healthy and <br />productive way. <br />The project contains 51 rental units, offices for property management staff, and 28 outdoor parking spaces. Of <br />the total units, there are 50 one - bedroom units and one on -site manager4s two- bedroom unit. Each unit <br />contains a living room, kitchen, dining area and bath; one -third of the units have courtyard views. Relative to <br />other nearby senior affordable housing developments, Estabrook Place is a mid -sized property. <br />All residential units are affordable to households earning up to 50% of the Alameda County Area Median Income, <br />and residents pay 30% of their income for rent. The project will remain affordable for at least 55 years via a <br />regulatory agreement with the nonprofit developer and owner, Eden Housing, Inc., a well regarded regional <br />nonprofit affordable housing developer and property management organization. On -site support services staff <br />assist residents individually and in groups to create supportive programming which encourages community <br />building and self - reliance. These programs include information and referral to health services, educational <br />presentations, and social activities like financial education classes and youth counseling seniors on technology. <br />This attractive model green and affordable multi - family development received one of the highest green rating <br />scores from Build It Green. Estabrook Place incorporates energyZ and resource& #8208; efficient features such <br />as a solar hot water system, photovoltaic panels, hydronic space heating, and Energy Star appliances. <br />Water & #8208;conserving features include dual flush toilets, low & #8208;flow fixtures, native and <br />drought & #8208;tolerant landscaping, and high & #8208;efficiency irrigation. <br />Located close to San Leandro4s downtown main corridor, Estabrook Place has several community spaces that <br />promote shared interests and health and wellness for its seniors, including planter gardens on the roof terrace, a <br />computer room/ library, and exercise room. Located at the ground level to encourage community - building <br />activities are the entry lobby and large community room that opens onto a beautifully landscaped 8,700 square <br />foot courtyard around which the building is focused. <br />Across the street is McKinley Elementary School where Eden4s supportive services will include intergenerational <br />programming for Eden residents who want to volunteer and/or mentor students, a unique partnership created by <br />Eden, the City, and school. Nearby is the San Leandro Hospital Campus where seniors can access medical care <br />and health and wellness services. Also nearby is the City4s new Senior Center where there will be senior - related <br />programs and activities. The City4s Human Services Department staff provide flyers and information about its <br />senior programs to Estabrook4s seniors. Although this development is located about half a mile from the <br />downtown BART, the City offers free shuttle transportation to proscribed destinations for Estabrook4s seniors. <br />The total development cost was approximately $19.5 million, including a $4 million loan from the City (HOME and <br />Affordable Housing Trust Funds) and Redevelopment Set Aside funds for acquisition and construction. Of the $4 <br />million, Set -Aside Funds constituted $1.978 million. Eden leveraged these City /Agency funds with diverse public <br />and private funding, including HUD Sec. 202 elderly housing program ($7.3 million), 4% Low Income Housing Tax <br />Credits ($7.3 million), County of Alameda CHDO HOME funds ($630,000), and Federal Home Loan Bank AHP <br />funds ($255,000). <br />HISTORY <br />Eden Housing entered into a purchase agreement with the seller of a former used car lot in October 2006 and <br />escrow closed in 2007. The site had been a blighted and vacant for years. The Agency approved a <br />predevelopment grant to Eden Housing in May 2007. <br />In March and April 2007, Eden held two community meetings to receive feedback from neighborhood residents <br />Page 7 of 8 12/21/10 <br />
