California Redevelopment Agencies - Fiscal Year 2009/2010 <br />Status of Low and Moderate Income Housing Funds <br />Sch C Agency Financial and Program Detail <br />SAN LEANDRO <br />Achievements <br />Description <br />regarding these development options. Eden addressed neighbors4 parking and traffic concerns by conducting a <br />traffic study which showed minimal parking /traffic impacts from this proposed project. To address <br />neighborhood concerns about density and parking, a design plan for 51 units was chosen. Beyond the <br />neighborhood meetings, Eden effectively outreached to the community by meeting individually with local leaders <br />and groups. Eden also discussed with McKinley Elementary School the possibility of having the senior residents <br />volunteer and mentor the students. <br />The City Council approved $4,000,000 funding in July 2007 for acquisition and development. HUD4s Section 202 <br />construction grant of $7.3 million was awarded in October 2007 in a highly competitive process, one of only <br />seven projects in California to be awarded Section 202 funds and one of only three in the Bay Area to be funded <br />that year. <br />In addition to the construction grant, HUD4s Section 202 Program also approved $866,400 as an operating <br />subsidy grant for the project for five years. After five years, Eden will apply annually for an operating subsidy <br />renewal. HUD has historically renewed annual operating subsidy requests from approved senior housing <br />projects for the long term. In September 2008, Eden received its tax credit award. <br />Eden Housing began construction in December 2008 after all funding sources were committed. As a result of <br />previous land uses, particularly automotive repair on or near the site in the distant past, Eden complied with <br />California Regional Water Quality Control Board requirements to develop a Remedial Action Workplan for the site <br />and implemented the plan successfully. Construction and lease -up were completed by March 2010. <br />I _ C �l � ► [ �' � : Z � 7 � � _ 1► U 7 _ Z � : I I � � / � d i l � ► :1 <br />Estabrook Place furthers affordable housing needs and goals under the City4s Housing Element, Redevelopment <br />Agency Plans, and 2004 -09 HUD Consolidated Plan. This senior development also furthers the City4s East 14th <br />Street South Area Development Strategy, as well being compatible with the City4s Downtown Transit - Oriented <br />Development Strategy. <br />The Agency played a primary and active role in the acquisition and development of Estabrook Place. The Agency <br />provided input on community meetings, neighborhood challenges and architectural design. Overall, the Agency <br />expended approximately $2.6 million in Set -Aside and Housing Trust funds towards acquisition and <br />construction. Estabrook Place is located at 2103 E. 14th Street (the City4s main commercial corridor) in the City <br />of San Leandro /Alameda County Joint Redevelopment Area. The project meets the following goals and objectives <br />of the Joint Redevelopment Area: improve underutilized property and increase the community4s supply of <br />affordable housing. The project also meets goals and objectives in the 2004 -09 Five Year Redevelopment Agency <br />Implementation Plan such as encouraging 4new strategically -sited housing developments as a catalyst for <br />economic growth and reinvestmentZ, providing higher density housing along the East 14th Street corridor, and <br />addressing the affordable rental housing needs of special needs populations such as seniors. <br />:3;I;[@IV;v9:15003 <br />AFTER PHOTO: <br />Page 8 of 8 12/21/10 <br />
