San Leandro Bicycle and Pedestrian Master Plan p <br /> EXECUTIVE SUMMARY' ` <br /> The City has approximately 25 miles of existing bikeway facilities consisting of: <br /> • 4.2 miles of Class I bike paths <br /> • 17.7 miles of Class II bike lanes <br /> • 3.1 miles of Class III bike routes <br /> San Leandro has many qualities favorable to bicycle riding, including a <br /> temperate climate, flat terrain, and scenic recreational resources along the Bay <br /> and in the hills. Based upon field review and input from City staff and the BPAC, <br /> several issues were identified in this Update which currently deter bicycling in <br /> San Leandro by residents and visitors. These include: <br /> • Heavy Traffic: High traffic.volumes and speeds and significant truck traffic <br /> are not conducive to a comfortable bicycling environment. <br /> • Narrow Streets: Limited roadway width make it a challenge for automobiles <br /> and cyclists to share the road. <br /> • Barriers: Railroad corridors and freeways limit the roadway network <br /> connectivity and present unsafe conditions at crossings. <br /> • Pavement Conditions: Bicyclists are especially susceptible to poor roadway <br /> and pavement conditions. <br /> • Right Turn Lanes: Bicycle facilities are positioned near the curb lane. The <br /> presence of right turn lanes intrude on the bike facilities, creating a conflict <br /> zone and unsafe conditions for bicyclists. <br /> • Providing Facilities for All Types of Bicyclists: A variety of facilities must be <br /> provided to meet the various cyclist skill levels and willingness to ride in <br /> traffic <br /> • Connectivity to Destinations and Surrounding Facilities: Connections to <br /> employment, shopping, recreation, and school destinations need to be <br /> considered as well as links to facilities in adjacent communities. <br /> • Bicycle Parking: Additional short-term bicycle racks for utilitarian trips and <br /> long -term parking options for employees is needed throughout the City <br /> Improvements identified to meet these needs were organized into bikeway <br /> network improvements, spot improvements and bicycle parking improvements. <br /> In total, an additional 38.8 miles of bikeways are proposed, which would more <br /> than double the current total. Included in this recommendation are 8.4 miles of <br /> Class I bike paths, 10 miles of Class II bike lanes, and 20.4 miles of Class Ill bike <br /> routes. Table A -1 shows a breakdown of these proposed facilities. The Plan <br /> identifies 18 spot improvements that include minor, low cost improvements to <br /> the existing facilities to better define the bikeway network and its effectiveness. <br /> Recommendations for a city bicycle rack program and updates to the City's <br /> bicycle parking ordinance are also included to increase the supply of bicycle <br /> storage citywide. <br /> Page ES -2 <br />
