Samples of <br /> Pedestrian Improvement Areas are as follows: <br /> • San Leandro Marina Pedestrian Improvement Area <br /> • Kaiser Development Area Pedestrian Improvement Area <br /> • Downtown San Leandro BART Station Pedestrian Improvement Area <br /> • East 14' Street Corridor Pedestrian Improvement Area <br /> Samples of the Key Locations are as follows: <br /> • Garfield Elementary School <br /> • Wicks Boulevard at the Marina Community Center <br /> • Bancroft Middle School <br /> • 150 Avenue /I-lesperian Boulevard /Bancroft Avenue /East 14 Street Intersection <br /> Examples of Recommended Improvements are as follows: <br /> • Assess and Repair Sidewalk Surface <br /> • Ensure All Curb Ramps Meet Americans with Disabilities Act (ADA) Standards <br /> • Update Signals within the City to Meet Accessible Pedestrian Signal Guidelines <br /> • Safety and Accessibility Improvements at the Railroad Crossings <br /> • Improve Crosswalks at Uncontrolled Intersections <br /> The Safety Education chapter discusses existing safety conditions for bicycling and walking in <br /> San Leandro, including an evaluation of recent collision activity and current safety and education <br /> programs available to San Leandro residents. Additional education and enforcement programs <br /> are recommended to improve safety for bicyclists and pedestrians. <br /> During the 4 -year period between 2006 and 2009, there were 79 reported collisions in San <br /> Leandro involving bicycles, with a total of 59 reported injuries. No fatalities occurred during <br /> this period. This reflects an average of approximately 20 bicycle collisions annually. The <br /> number indicates a reduction in die average of 23 annual collisions reported in the 2004 Bicycle <br /> and Pedestrian Master Ilan and the average of 32 annual collisions reported in the 1997 Bicycle <br /> and Pedestrian Master Plan. Wrong -way riding and right -of -way violations by either the cyclist <br /> or motorist continue to be the most common causes of motor vehicle - bicycle collisions. These <br /> collisions can be reduced by improving bicycle safety education emphasizing teaching current <br /> and potential bicyclists of all ages about the fundamentals of bicycle riding. Bicycle safety <br /> education should also target motorists. law enforcement officers and the general public. <br /> During the same 4 -year period of this analysis, there were 109 reported pedestrian collisions in <br /> San Leandro with a total of 86 reported injuries. No fatalities occurred during this period. This <br /> reflects an average of approximately 27 pedestrian - involved collisions annually. The number <br /> indicates a reduction in the average 33 annual collisions reported in the 2004 Master Plan. <br /> Motorists were at fault a majority of the time, and the most common collision factor was the <br /> motorist violating pedestrian right -of -way.
