Bicycle and Pedestrian Master Plan and BPAC 5 February 7, 2011 <br /> road users is an important means for promoting safe interactions between pedestrians, motorists, <br /> and cyclists. <br /> The Implementation Chapter identifies various grant funding sources that can be pursued to <br /> implement the proposed bicycle and pedestrian programs /projects. Coordination with multiple <br /> agencies both inside and outside the city is also essential. To facilitate implementation efforts, <br /> this chapter presents the project prioritization methodologies, a summary of past expenditures, <br /> and conceptual cost estimates. Funding and implementation strategies are also described. <br /> Since there are more projects than can be completed at any given time, it is necessary to <br /> prioritize the projects to provide guidance as to which projects are to be developed first. Full <br /> lists of these bicycle and pedestrian projects can be seen in Tables 5, 6, 7, and 8 on pages 76 -91. <br /> Additionally, high priority bicycle and pedestrian projects for the 5 -year expenditure plan are <br /> also listed in Table 9 on page 95. <br /> A companion document, The Bicycle and Pedestrian Design Guidelines (Guidelines), was also <br /> developed w ith the guidance of the BPAC. The Guidelines provide details that will assist with <br /> the detailed design of various bicycle and pedestrian facilities, such as bike parking, curb bulb - <br /> outs, and enhanced crosswalks. The Guidelines is a working document that can be easily <br /> updated by staff as new guidelines and methods become available. Additionally, a San Leandro <br /> Bicycle Map with Safety Brochure was prepared for distribution to the general public. <br /> Establishment of Permanent BPAC <br /> San Leandro has a comprehensive multi -modal transportation system with established and <br /> informal bicycle /pedestrian networks. However, to maximize the use of bicycle and pedestrian <br /> travel, it is essential that planning for these modes be integrated in all City transportation <br /> improvement projects whenever feasible. The numerous transportation improvement projects <br /> that are either proposed, programmed or under construction represent opportunities for <br /> improving and /or expanding bicycle /pedestrian systems. Therefore, a consistent and systematic <br /> review process should be followed to ensure that bicycle /pedestrian issues are addressed and <br /> options developed in a timely fashion for network expansion, creation of well- defined system <br /> nodes and linkages, improved accessibility to other transit modes, and increased public safety. <br /> Although establishing a permanent BPAC is not required by law, the BPAC provides a valuable <br /> source of community input for matters on bicycle and pedestrian facilities. It is with this in mind <br /> that a permanent BPAC should be established to advise staff and to participate in <br /> bicycle /pedestrian planning, education, design and enforcement efforts. Following is a summary <br /> of the key elements of creating the BPAC: <br /> Committee Name: Bicycle and Pedestrian Advisory Committee <br /> Membership: Eleven (1 1) Member Committee <br /> Staff recommends that there be no age limit for the BPAC members and <br /> that at least one member represent each Council District. The selected <br /> members shall represent both bicyclist and pedestrian issues and be <br /> approved by the City Council <br />
