CONCLUSION The City's Bicycle and Pedestrian Master Plan must be updated every three to five years to qualify for many of the bicycle and pedestrian grant funding programs. The current Bicycle and Pedestrian Master Plan was adopted in 2004. A short-term Bicycle and Pedestrian Advisory Committee (BPAC) was convened to guide the development of an updated Bicycle and Pedestrian Master Plan. To better guide the City in fine- tuning the Bicycle and Pedestrian Master Plan and its implementation programs, a long -term BPAC should be established. The short-term BPAC, the Planning Commission and staff recommend that the City Council take the following actions: 1. Hold a public hearing on the draft 2010 Bicycle and Pedestrian Master Plan and Statutory Exemption from CEQA; and 2. If no other concerns exist, approve the resolution adopting the 2010 Bicycle and Pedestrian Master Plan to be incorporated into the San Leandro General Plan
