The current Bicycle and
Pedestrian Master Plan was adopted in 2004. A short-term Bicycle and Pedestrian Advisory
Committee (BPAC) was convened to guide the development of an updated Bicycle and
Pedestrian Master Plan. To better guide the City in fine- tuning the Bicycle and Pedestrian
Master Plan and its implementation programs, a long -term BPAC should be established.
The short-term BPAC, the Planning Commission and staff recommend that the City Council take
the following actions:
1. Hold a public hearing on the draft 2010 Bicycle and Pedestrian Master Plan and Statutory
Exemption from CEQA; and
2. If no other concerns exist, approve the resolution adopting the 2010 Bicycle and
Pedestrian Master Plan to be incorporated into the San Leandro General Plan
