Bicycle and Pedestrian Master Plan and BI'AC 7 February 7, 2011 <br /> City Council Committee Review and Action <br /> • On December 14, 2010, the Facilities and Transportation Committee received staff's <br /> presentation on the draft 2010 Bicycle and Pedestrian Master Plan and the proposed long- <br /> term BPAC <br /> • On January 18, 2011, the City Council reviewed the recommended appointees to the long- <br /> term Bicycle and Pedestrian Advisory Committee <br /> Applicable General Plan Policy <br /> • Goal 14 13icycle and Pedestrian — Promote and accommodate alternative..environmentally- <br /> friendly methods of transportation, such as walking and bicycling <br /> • Action 14.01 -A 13ikeway Ilan Implementation — Maintain and implement a city -wide <br /> Bikeway Ilan and update that plan regularly as conditions and needs change <br /> • Action 14.01 -B Capital Improvement Scheduling — Maintain a schedule of capital <br /> improvement priorities in the City's Bikeway Plan and update this schedule as projects are <br /> completed and additional funds become available. Capital projects should be developed in <br /> accordance with the design standards and priorities identified in the Bikeway Plan <br /> • Action 14.02 Funding — Aggressively pursue State and Federal funding for bicycle and <br /> pedestrian improvements, while also including funding for bicycle and pedestrian <br /> improvements in the City's Capital Improvement Program <br /> • Action 14.03 Future Trail Alignments — Encourage the use of nature and man -made corridors <br /> such as creeks and dormant rail lines for future bicycle and pedestrian trail alignments. The <br /> safety of bicyclists and pedestrians and the privacy of adjacent property owners should be top <br /> priorities in the design of such trails <br /> • Action 14.04 Accommodations of Bicycles and Pedestrians — Require new development to <br /> incorporate design features that make walking, cycling, and other forms of non - motorized <br /> transportation more convenient and attractive. Facilities for bicycles and pedestrians, <br /> including bike racks, should be provided within new employment areas, shopping <br /> destinations, multi -modal transportation facilities, and community facilities <br /> Environmental Review <br /> This project has statutory exemption from the California Environmental Quality Act (CEQA) per <br /> California Public Resources Code Section 21083.3 (b) and CEQA Guideline Section 15183. <br /> Projects "Consistent with Community Plan or Zoning"; whereby the Bicycle and Pedestrian <br /> Master Plan is being updated pursuant to previously approved General Plan and Climate Action <br /> Plan policies and the General Plan's certified E1R. <br /> Board /Commission Findings <br /> • At its November 18, 2010 meeting, the Planning Commission conducted a public hearing and <br /> received a staff presentation on the draft 2010 Bicycle and Pedestrian Master Plan and <br /> establishing a long -term Bicycle and Pedestrian Advisory Committee <br /> • The Planning Commission recommended that the City Council approve the Master Plan and <br /> establish a long -term Bicycle and Pedestrian Advisory Committee <br />
