A 1999 memo from former <br /> Superintendent of Public Instruction <br /> Dirty Water Fountain at San Leandro High School <br /> Delaine Eastin indicated that this <br /> ratio was "obviously inadequate ". With nearly 2,600 students at San Leandro High School, <br /> there is a need to increase the water fountains to match the student ratio. There is a <br /> state effort to ensure drinking water is available to all students. If passed, Senate Bill <br /> 1413 will require schools across the state to make fresh drinking water available in <br /> cafeterias and food service areas by January 1, 2012.
