The City shall reimburse, permanent full -time Traffic Operations and Associate and Assistant <br /> Engineers in the Engineering and Transportation Department, for the cost of obtaining and/or <br /> renewing job required certificates while employed by the City. <br /> The City agrees to pay the cost of written and medical examinations for those employees who <br /> are required to obtain and maintain a Class B Driver's License. <br /> Section 39. Standby Pav <br /> A. Public Works Employees <br /> Public Works employees who are assigned to standby duty to respond to emergencies, <br /> service calls, shift coverage or lone operator support during their off shift hours, will be paid <br /> at the rate of one (1) hour pay at the employee's straight time hourly rate for each normal <br /> work day (commencing with the end of the regular scheduled shift). Employees who are <br /> required to standby on regularly scheduled days off (i.e. a twenty -four (24) hour consecutive <br /> period) shall receive a total of two (2) hours pay at the employee's regular hourly rate for <br /> each day. Employees who are required to standby on a City holiday (i.e. a twenty -four (24) <br /> hour consecutive period) shall receive a total of three (3) hours pay at the employee's <br /> regular hourly rate for each holiday. <br /> An employee assigned to standby duty must report to the emergency scene (if assigned a <br /> City vehicle) or their normal work reporting station within sixty (60) minutes of receiving <br /> the call. Failure to respond in one (1) hour will result in the loss of standby pay for that day <br /> and possible disciplinary action. Employees, who cannot respond within the sixty (60) <br /> minute response time, will not be eligible for standby. Employees may trade standby duties <br /> amongst themselves, upon prior approval from the Section Supervisor, provided that the <br /> Division Manager, administrative staff and Police dispatch are notified prior to the trade. <br /> Trades must be in 24 -hour increments. Employees on sick leave for their shift are not <br /> eligible for standby pay for that day except if the case of sick leave is for a scheduled <br /> medical appointment. <br /> The standby employee should first attempt to contact the reporting party to determine if a <br /> response is necessary. Where the standby employee telephones the reporting party, and <br /> based on the content of the conversation is able to determine that the situation does not <br /> require after hours response by City personnel thereby eliminating the need for an after - <br /> hours response, the employee is entitled to compensation of one (1) hour time at straight <br /> time in addition to his /her standby pay. The standby employee shall notify their supervisor <br /> immediately after the decision. <br /> Employees assigned to standby duty will be assigned a cellular telephone and those <br /> employees that need to respond directly to field locations will be given the option of taking <br /> a City vehicle home, subject to the written terms and conditions established by the City. <br /> A minimum of three hours of overtime shall be credited to each employee on standby duty <br /> who responds to an emergency call. <br /> An employee assigned standby duty may elect to take compensatory time off in an amount <br /> equal to the applicable hourly compensation for standby pay. However, once an employee's <br /> total compensatory time off balance exceeds forty (40) hours, the employee serving in a <br /> standby capacity shall be compensated in pay. <br /> 27 <br />
