CITY OF SAN LEANDRO
CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE
January 27, 2011
4:00 - 5:30 p.m.
San Leandro City Hall
835 East 14th Street
San Leandro, California
(Sister Cities Gallery)
HIGHLIGHTS
Committee Members
present: Mayor Stephen Cassidy, Vice Mayor Ursula Reed (arrived at 4:10 p.m.), and
Councilmember Jim Prola
City Staff present: Mike Bakaldin, Public Works Services Director; Rayan Fowler, Information
Technology Manager; Marian Handa, City Clerk; Randall Hudson, Police
Sergeant; Lianne Marshall, Assistant City Manager; Jennifer Nassab,
Administrative Analyst; Kathy Ornelas, Community Relations Representative;
Richard Pio Roda, Assistant City Attorney
Public present: Ken Collins; Yvonne Collins; Michelle Myers; Elaine Saunders; Tom Saunders;
Larry Sautter; Nancy Sautter; Gary Thompson; Joanie Thompson; Emily Utter
The meeting was called to order at 4:05 p.m. by Mayor Cassidy.
1. Discussion Regarding Selection of Committee Chairperson
Mayor Cassidy was selected as Chair of the Committee. Item 2, Discussion Regarding 2011 Meeting
Days and Time, was deferred until Committee Member Reed's arrival.
3. Continued Discussion Regarding Parking Regulations for Oversized Vehicles
Community Relations Representative Kathy Ornelas provided a summary of the previous discussion
on this item, including a request from residents to relax the ordinance regulations to allow for
extended street parking for recreational vehicles (RVs). The current ordinance authorizes the City
Manager to grant an RV owner a 72 -hour exemption from the 2 -6 a.m. residential street parking
restriction. Staff proposes to amend the ordinance to allow an RV owner to receive a 72 -hour
exemption, plus an optional 72 -hour extension, up to 12 times per year. Ms. Ornelas noted that the
desire of the RV owners to have overnight parking restrictions eliminated must be balanced with the
potential hazards posed by oversized vehicles parked on narrow residential streets, and concerns
about people living in the vehicles.
