Hollister, City Manager <br /> VIA: Lianne Marshall, Assistant City Manager '74,- - <br /> FROM: Rayan Fowler, Information Services Manager, &.2 ,. <br /> SUBJECT: ADMINISTRATIVE CODE FOR INFORMATION TECHNOLOGY SYSTEMS <br /> The City's Administrative Code for use of the City's Information Technology (IT) systems was <br /> last revised and approved by the City Council in September 2000. This revision only covered <br /> the use of the City's Electronic Mail (email) system. Since that time, technology has changed <br /> dramatically and the City has increased its use of IT systems. The Mayor and City Council do <br /> not use most of the City's IT systems, and the systems that are used are not always accessed or <br /> utilized in the same manner as City staff. For example, staff is prohibited from storing City <br /> documents on their home computer. However, elected officials are storing electronic <br /> communications (both emails and documents) on a computer located in their homes. <br /> I recommend we revise the Administrative Code to authorize the City Manager to develop and <br /> implement rules and procedures governing the use of the City's IT systems for City staff and <br /> create policies and guidelines for approval by City Council for those systems the Mayor and <br /> Council utilize. Policies affecting Information Technology procedures and guidelines, such as <br /> Records Retention, will still be approved by City Council.
