CITY COUNCIL REPORTS AND ANNOUNCEMENTS <br /> City Councilmembers report on their activities, including attendance at Intergovernmental <br /> Agency meetings, conferences and seminars, and local events, and make brief announcements <br /> on issues of concern. <br /> Councilmember Gregory commented favorably on the direction the City is taking on the <br /> Bicycle and Pedestrian Master Plan and the BPAC. He noted that with the development of <br /> the East Bay Greenway, San Leandro will need a bike station at San Leandro BART, like <br /> those at the Berkeley and Fruitvale BART stations. Councilmember Gregory reported on a <br /> recent meeting of the task force for the Safe Routes to Schools program. <br /> Councilmember Souza reported that she is now the Chair of the ACAP Governing Board. <br /> She reported on recent Waste Management Authority Board and Committee meetings, noting <br /> that the Board was encouraged by cities that are working to ban plastic bags and Styrofoam. <br /> Councilmember Souza commented that while driving on A Street in Hayward, she noticed <br /> utility boxes that were well painted, and that blended into the background. She was interested <br /> in looking into how the project was funded, and how San Leandro could participate. Mr. <br /> Hollister will follow up with the San Leandro Art Association or Arts Council, recalling that <br /> one of the organizations had made an offer to do this project in the past. Councilmember <br /> Souza requested an update on the medical marijuana moratorium, and Mr. Hollister reported <br /> that a work session on the subject is scheduled for March. <br /> Councilmember Starosciak reported on the League of California Cities Transportation, <br /> Communication and Public Works Policy Committee meeting, at which the members <br /> received a presentation by the League's General Counsel, and former San Leandro Assistant <br /> City Attomey, Patrick Whitnell, on the potential implications of Proposition 26. She reported <br /> on the following items from the Alameda County Transportation Commission meeting: a <br /> feature called Next Bus, that sends an alert to your smart phone, telling you when your AC <br /> Transit bus will arrive; a vacancy on PAPCO (Paratransit Advisory and Planning <br /> Commission) for a San Leandro representative; and upcoming deadlines on major projects, <br /> including the Sustainable Communities Strategies and Regional Housing Needs Allocation. <br /> Councilmember Starosciak inquired about the status of the Stenzel Park north parking lot <br /> paving, which was not on the CIP list. Mr. Udemezue stated that the project needed a <br /> supporter in order to retain it. Councilmember Starosciak indicated that she would like to see <br /> the project retained on the CIP list. <br /> Councilmember Cutter commented on a robocall she received for a recent incident in her <br /> neighborhood. A follow -up call was also made, notifying residents of the resolution of the <br /> matter. She asked if the Council could be notified when the City makes a robocall. <br /> Councilmember Cutter commended staff for their response to the Bancroft Middle School gas <br /> leak. She attended a speech by State Treasurer Bill Lockyer at the Alameda County <br /> Democratic Central Committee, where he spoke regarding the elimination of redevelopment <br /> agencies, and she noted the need for the City to be prepared in the event its redevelopment <br /> agency goes away. Councilmember Cutter commented on the Chinese Lunar New Year event <br /> at the Library she attended on Saturday. <br />
