MINUTES Page 19 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— February 7, 2011 11. CITY COUNCIL REPORTS AND ANNOUNCEMENTS City Councilmembers report on their activities, including attendance at Intergovernmental Agency meetings, conferences and seminars, and local events, and make brief announcements on issues of concern. Councilmember Gregory commented favorably on the direction the City is taking on the Bicycle and Pedestrian Master Plan and the BPAC. He noted that with the development of the East Bay Greenway, San Leandro will need a bike station at San Leandro BART, like those at the Berkeley and Fruitvale BART stations. Councilmember Gregory reported on a recent meeting of the task force for the Safe Routes to Schools program. Councilmember Souza reported that she is now the Chair of the ACAP Governing Board. She reported on recent Waste Management Authority Board and Committee meetings, noting that the Board was encouraged by cities that are working to ban plastic bags and Styrofoam. Councilmember Souza commented that while driving on A Street in Hayward, she noticed utility boxes that were well painted, and that blended into the background. She was interested in looking into how the project was funded, and how San Leandro could participate. Mr. Hollister will follow up with the San Leandro Art Association or Arts Council, recalling that one of the organizations had made an offer to do this project in the past. Councilmember Souza requested an update on the medical marijuana moratorium, and Mr. Hollister reported that a work session on the subject is scheduled for March. Councilmember Starosciak reported on the League of California Cities Transportation, Communication and Public Works Policy Committee meeting, at which the members received a presentation by the League's General Counsel, and former San Leandro Assistant City Attomey, Patrick Whitnell, on the potential implications of Proposition 26. She reported on the following items from the Alameda County Transportation Commission meeting: a feature called Next Bus, that sends an alert to your smart phone, telling you when your AC Transit bus will arrive; a vacancy on PAPCO (Paratransit Advisory and Planning Commission) for a San Leandro representative; and upcoming deadlines on major projects, including the Sustainable Communities Strategies and Regional Housing Needs Allocation. Councilmember Starosciak inquired about the status of the Stenzel Park north parking lot paving, which was not on the CIP list. Mr. Udemezue stated that the project needed a supporter in order to retain it. Councilmember Starosciak indicated that she would like to see the project retained on the CIP list. Councilmember Cutter commented on a robocall she received for a recent incident in her neighborhood. A follow -up call was also made, notifying residents of the resolution of the matter. She asked if the Council could be notified when the City makes a robocall. Councilmember Cutter commended staff for their response to the Bancroft Middle School gas leak. She attended a speech by State Treasurer Bill Lockyer at the Alameda County Democratic Central Committee, where he spoke regarding the elimination of redevelopment agencies, and she noted the need for the City to be prepared in the event its redevelopment agency goes away. Councilmember Cutter commented on the Chinese Lunar New Year event at the Library she attended on Saturday.
