MINUTES Page 20 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — February 7, 2011 <br /> Councilmember Prola reported that he was elected Co -Chair of the Oakland Airport Noise <br /> Management Forum. He reported on the meeting of the East Bay Dischargers Authority. He <br /> attended the Alameda County Central Transportation Forum in Hayward, and came away <br /> with lots of information on upcoming transportation projects. Councihnember Prola attended <br /> Congressman Pete Stark's Town Hall meeting; the Mulford Gardens Improvement <br /> Association meeting, at which the need to illuminate the area near the traffic island at Nome <br /> and Williams Streets was discussed; the City's Energy Efficiency Workshop; Bill Lockyer's <br /> speech at the Democratic Central Committee; the San Leandro High School and Booster Club <br /> fundraiser at Drake's; and the Chinese Lunar New Year celebration at the Library, which was <br /> funded by a grant written by City Librarian Nancy Fong. Councilmember Prola announced <br /> that Barbara Halliday has been appointed to the Alameda County Mosquito Abatement <br /> District, as only the second elected official on the Board. He reminded everyone about the <br /> African American Achievement Night on Thursday, February 10 at John Muir Middle <br /> School. <br /> Commenting on Councilmember Souza's and Prola's reports, Vice Mayor Reed stated that it <br /> is nice to hear members are being elected to leadership positions in their groups, and she <br /> looks forward to learning from Councilmember Souza on the ACAP Board. She commented <br /> that the police robocalls are very helpful in keeping the community informed. She attended <br /> Pete Stark's Town Hall meeting. Vice Mayor Reed commented that she was unaware of the <br /> School District's Martin Luther King Day events that were reported with the City and School <br /> District Liaison Committee highlights until after the fact, and requested that the members of <br /> the Council receive earlier notice of such events, so that they might attend. <br /> Mayor Cassidy suggested that the City issue a press release or notice about the AC Transit <br /> Next Bus service to make residents aware of the new feature. He would also like to share <br /> with the public the work that members of the Council are doing in their Intergovernmental <br /> Agency assignments. Mayor Cassidy reported that he met with Supervisor Wilma Chan to <br /> discuss the tree removal program in San Leandro Creek, and he feels she is on top of the <br /> situation. They also discussed San Leandro Hospital, and Supervisor Chan indicated that she <br /> will be taking a lead role in the situation. <br /> Mayor Cassidy reported the following from the U.S. Conference of Mayors last month: he <br /> met with GSA (General Services Administration) officials regarding the process for selecting <br /> sites for federal facilities; he met with COPS program officials, and learned the grant criteria <br /> will be changing; and he was appointed to the International Affairs Committee. Mayor <br /> Cassidy commented on a presentation by the President of the Export/Import Bank. He <br /> expressed interest in coordinating with the Economic Development Alliance to have the <br /> Exportllmport Bank make a presentation to San Leandro businesses, and stated he would like <br /> to see the Council focus more on economic growth and development. He had a conversation <br /> with Mayor Alfonso Santos on the municipal pension situation in New Jersey, and he <br /> suggested that the Council have a future presentation on the City's pension, retirement and <br /> health care liabilities. <br /> Mayor Cassidy pointed out that decisions made in Council committees can take two weeks or <br /> longer to be reported back, and looked forward to seeing the notes from the recent Council <br /> retreat. He stated that he has committed to meeting with the City Manager on a weekly basis, <br />
