BART — Downtown Pedestrian Improvements TLC Grant Appropriation 3 March 7, 2010 Previous City Council Action(s) • On July 19, 2010. by Resolution 2010 -093, the City Council authorized an application for a federal Surface Transportation Program (STP) and /or Congestion Mitigation and Air Quality Improvement (CMAQ) funding grant, also known as a Transportation for Livable Cities (TLC) grant as managed by the Metropolitan Transportation Commission (MTC). This resolution also committed to providing the necessary matching funds • On September 4, 2007, by Resolution 2007 -111, the City Council approved the TOD Strategy, a plan that first outlined the idea of making San Leandro Boulevard/ BART Station more pedestrian - friendly, thereby increasing the vibrancy in the downtown core area Applicable General Plan Policy Goal 6: Downtown Revitalization; Foster the development of Downtown San Leandro as the geographic and sbcial heart of the city. Permits and /or Variances Granted • • Electrical and building permits will be obtained from the City of San Leandro Building Department as appropriate • Encroachment permits from Caltrans and BART shall be obtained as necessary for work within the right of way belonging to those jurisdictions Environmental Review NEPA clearances will be obtained prior to construction as part of the requirement for federal funding. Code Compliance Review • Electrical and building permits will be obtained from the City of San Leandro Building Department as appropriate. Board /Commission Findings Project design will be presented at future Facilities Committee meetings prior to finalizing design for the project. Summary of Public Outreach Efforts City staff anticipates public meetings for this project. Public meetings will be held during the design phase and prior to construction.
