Ayes: 5; Noes: 2 (Souza, Starosciak)
1. Rules and Communications Committee Meeting of January 27, 2011. Accepted
as submitted.
Recommendation for City Council Consideration:
a. Schedule consideration by the City Council of the proposed amendments to
San Leandro Municipal Code Section 6 -1 -430 Off Street Parking of
Certain Size Vehicles, with an additional amendment to the ordinance to
allow up to 24 parking exemptions per year.
Vice Mayor Reed asked whether the Council could ask the two members of
the public who spoke in opposition to the ordinance for their input. She
pointed out that at the Rules and Communications Committee meeting,
members of the public were allowed to give their suggestions, and they
indicated that 24 exemptions per year was good.
Mayor Cassidy asked Mr. Saunders and Mr. Sautter what they felt was the
ideal number. Mr. Saunders and Mr. Sautter stated that they would like to
have a minimum of 48 exemptions per year.
Councilmember Prola suggested that the item be tabled and returned to the
Rules and Communications Committee for further review.
Mayor Cassidy expressed concern about delaying the passage of the
proposed ordinance, as it is of substantial benefit to RV owners. He
suggested moving forward with the ordinance, and allowing the Rules
Committee to continue review of the matter.
Councilmember Souza supported the idea of having the Committee monitor
the issue. She recalled the ordinance was adopted in response to overnight
parking abuses from oversized vehicles, and there may be a need to find a
balance.
• Minute Order No. 2011 -042, Motion to Schedule Consideration of
the Proposed Amendments to San Leandro Municipal Code Section 6-
1-430 Off Street Parking of Certain Size Vehicles, with an
