4. Alternatives <br />4.2 Consistency with Cal -Coast Discussion Plan <br />This section describes the proposed alternatives' consistency with Cal -Coast's discussion plan <br />and considers whether the proposed Harbor Basin uses would be complementary with proposed <br />landside planning. Although this section does not analyze any specific redevelopment options for <br />the landside areas, it qualitatively evaluates the interface between the proposed Harbor Basin <br />alternatives and the types of uses envisioned in the immediate vicinity based on Cal Coast's <br />Discussion Plan, provided in Figure 4-1. <br />Description of Proposed Landside Development <br />Although redevelopment plans for the landside areas (areas immediately surrounding the Harbor <br />Basin) are subject to further refinement, Cal -Coast has prepared a "Discussion Plan" that conceptually <br />illustrates the types of uses being envisioned along the surrounding shoreline areas. The Discussion <br />Plan is provided in Figure 4-1, on the following page. As shown in this figure, the Cal Coast <br />development would surround the Harbor Basin on all four sides and may also extend further east <br />into the adjacent Marina Golf Course and parcels at the corner of Fairway and Aurora Drives. The <br />preliminary landside plans envision the following mix of uses: <br />• A 200 -room hotel with conference facilities, pool and spa; <br />• Full-service restaurants (one 6,000 sf and one 4,000 sf); <br />• A library/community building; <br />• An office complex (250,000 sf) with a central parking structure); <br />• Approximately 188 residential units, including live -work units, townhomes, flats, and <br />detached single-family homes; <br />• A yacht club; <br />• A mixed-use office/retail building (40,000-sf); <br />• A caf6/boat rental facility (8,000-sf); <br />• Surface parking areas; <br />• Pedestrian seating and promenade along the waterfront edge; and <br />• Community parks, one containing bocce ball courts. <br />Compatibility with Proposed Alternatives <br />Marina Park Alternative <br />The uses proposed under this alternative, namely the partial Marina, a multi -use perimeter <br />promenade, and a small, a publicly accessible beach area with stepped shoreline seating and a <br />stage area, would complement the landside development well. The Marina would provide <br />pleasant views of the bay to the hotel patrons, residents and office workers and rows of docked <br />boats would maintain and reinforce the maritime character of the area, while the beach would <br />serve as a value-added amenity for the hotel and residents.
