PROJECT NAM San Leandro General Plan Consistency Amendments (PLN <br /> 2011 -I) <br /> PROJECT APPLICANT: City of San Leandro <br /> 835 East 14 Street <br /> San Leandro, CA 94577 <br /> Contact: Phil Millenbah, Project Manager <br /> PROJECT LOCATION: Citywide <br /> 11. PRO.IECT DESCRIPTION: <br /> The project is an amendment to the San Leandro General Plan in order to ensure internal <br /> consistency between the General Plan (adopted in 2002). the Downtown Transit Oriented <br /> Development (TOD) Strategy (adopted in September 2007), and the Housing Element (adopted in <br /> April 2010). The TOD Strategy established land uses and densities in the area around the BART <br /> Station that differed from those in the General Plan. The Station area was subsequently rezoned <br /> to reflect the TOD Land Use Plan. A series of text and map amendments are now proposed to <br /> incorporate the TOD Strategy into the General Plan. No changes to the General Plan Map are <br /> being proposed except those that reflect the previously approved TOD Strategy. An EIR was <br /> prepared for the TOD Strategy in 2007. The proposed amendment also replaces the Executive <br /> Summary of the Housing Element (General Plan Chapter 9) with an updated Summary that <br /> reflects the 2007 -2014 Housing Element. The current Chapter 9 summarizes the 1999 -2006 <br /> Housing Element and is now outdated. An Initial Study and Negative Declaration were prepared <br /> for the 2010 Housing Element and adopted in April 2010. <br /> Both of the changes described above are administrative in nature and do not substantively change <br /> allowable land uses or development intensities in the city. <br /> III. MANDATORY FINDINGS OF SIGNIFICANCE <br /> This project tiers off of Environmental Impact Reports prepared for the General Plan and the <br /> Downtown Transit - Oriented Development (TOD) Strategy. All impacts associated with the <br /> consistency amendments have been found to be less than significant, given the findings and <br /> mitigation measures already in effect under the General Plan EIR and the TOD Strategy EIR. <br />
