IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011-061 <br /> A RESOLUTION AMENDING <br /> THE SAN LEANDRO GENERAL PLAN <br /> WHEREAS, Section 65300, et seq. of the State Planning and Zoning Law (Division 1 of <br /> Title 7 of the California Government Code) requires every city to adopt a comprehensive, long- <br /> term general plan for the physical development of the city. <br /> WHEREAS, Section 65300.5 of the State of California Government Code requires <br /> general plans to be internally consistent, and the State General Plan Guidelines (2003) further <br /> indicate that area plans and general plans must be consistent with one another. <br /> WHEREAS, the City of San Leandro adopted a General Plan on May 6, 2002, guiding <br /> development through the year 2015. <br /> WHEREAS, the City adopted a Downtown Transit - Oriented Development (TOD) Strategy <br /> and certified an EIR for this Strategy on September 4, 2007, which included new land use <br /> designations for areas around the Downtown BART Station. <br /> WHEREAS, the City adopted a new General Plan Housing Element on April 5, 2010. <br /> WHEREAS, certain provisions of the TOD Strategy and Housing Element are not entirely <br /> consistent with the narrative and Map designations of the 2002 General Plan. <br /> WHEREAS, the City completed a line by line edit of its General Plan in November 2010 in <br /> order to ensure internal consistency between the General Plan, the TOD Strategy, and the Housing <br /> Element, resulting in an Addendum to the General Plan and new "Chapter 9" Housing Element <br /> Summary. <br /> WHEREAS, the City completed an analysis of the General Plan Map in November 2010 <br /> indicating the changes necessary to make the TOD Strategy Map (and related zoning) and the <br /> General Plan Map fully consistent. <br /> WHEREAS, the City has created a new General Plan Map category called Transit - Oriented <br /> Mixed Use and has proposed mapping that category on 160 acres within the TOD Strategy <br /> boundary, consistent with the already- approved land use plan for the TOD Area. <br /> WHEREAS, the City's Housing Element has been deemed compliant with State law, <br /> provided that it includes provisions for reasonable accommodation, which may be incorporated <br /> through the same amendment and addendum process described above. <br /> WHEREAS, the City has conducted environmental review of the proposed General Plan <br /> Amendment and determined that the potential for impacts has been adequately covered by prior <br /> CEQA documents for the TOD Strategy and the Housing Element. <br />
