The focus of the amendment is the area around the Downtown <br /> San Leandro BART station and the adjacent Downtown Core. <br /> Project sponsor's City of San Leandro <br /> Name and address: 835 E. 14 Street, San Leandro, CA 94577 <br /> Contact: Phil Millenbah, Project Manager <br /> General Plan: Because the project is citywide, it encompasses all designations <br /> Zoning: Because the project is citywide, it encompasses all zoning districts <br /> Description of site and In 2007, the City of San Leandro adopted a Downtown Transit Oriented Development <br /> proposed project: (TOD) Strategy. Pursuant to CEQA, an EIR was prepared for the Strategy. The EIR <br /> was certified on September 4, 2007. The TOD Strategy established land uses and <br /> densities in the area around the BART Station that differed from those in the 2015 San <br /> Leandro General Plan, which was adopted in 2002. The Station Area was subsequently <br /> rezoned to reflect the TOD Land Use Plan. A series of text and map amendments are <br /> now proposed to ensure consistency between the General Plan and TOD Strategy. No <br /> changes to the General Plan Map are being proposed other than those that reflect the <br /> previously approved TOD Strategy. <br /> In April 2010, the San Leandro City Council adopted an updated Housing Element. <br /> Although the Housing Element is part of the General Plan, it stands on its own as a <br /> separate document. The 2015 General Plan exists in a three -ring binder (and is on the <br /> web as a series of hyperlinked PDF files). Chapter 9 of the General Plan is an <br /> Executive Summary of the Housing Element. This chapter was written in 2002, and <br /> reflects the 1999 -2006 Housing Element. Since there is now an updated Housing <br /> Element for 2007 -2014, the City is replacing the previous Chapter 9 Executive <br /> Summary with a new Summary. <br /> Both of the changes described above are administrative in nature and do not <br /> substantively change allowable land uses or development intensities in the city. <br /> TOD and Housing Element General Plan Consistency Amendments January 201 1 • Page I <br />
