X 1,2 <br /> EXPLANATION: <br /> a) Adoption of the General Plan consistency amendments would not affect the Alameda County Fire Department's <br /> ability to provide fire protection services to San Leandro and would not require new or physically altered fire <br /> stations. The development accommodated by the amendments has already been analyzed in the EIRs for the General <br /> Plan and the TOD Strategy. Both of these EIRs determined that fire protection impacts could be mitigated to less <br /> than significant levels. The amendments would not increase the quantity or location of development beyond the <br /> amount already permitted by the TOD Strategy. <br /> b) Adoption of the General Plan consistency amendments would not affect the San Leandro Police Department's ability <br /> to provide police protection services to San Leandro and would not require new or physically altered government <br /> facilities. The development accommodated by the amendments has already been analyzed in the EIRs for the <br /> General Plan and the TOD Strategy. Both of these EIRs concluded that police service impacts would be mitigated to <br /> less than significant levels. The amendments would not increase the quantity or location of development beyond the <br /> amount already permitted by the TOD Strategy. <br /> c) Educational services are provided to San Leandro residents by the San Leandro and San Lorenzo Unified School <br /> Districts. School capacity is presently an issue in the San Leandro School District, with a number of campuses <br /> operating over their design capacity. Future residential development facilitated by the TOD Strategy was determined <br /> to have an unavoidable significant impact in the TOD EIR adopted in 2007. A Statement of Overriding <br /> Considerations was adopted. Mitigation measures were also adopted and are being implemented on an ongoing <br /> basis. The General Plan amendment would incorporate already - permitted TOD -area growth into the General Plan for <br /> consistency purposes. It would not increase the amount of development beyond what was previously analyzed by the <br /> TOD Strategy EIR. No further impacts would result. <br /> d) Adoption of the General Plan consistency amendments would not affect the demand for parks or the City's ability to <br /> maintain its existing parks. The development accommodated by the amendments has already been analyzed in the EIRs for <br /> the General Plan and the TOD Strategy. Both of these EIRs concluded that impacts on parks would be reduced to less than <br /> significant levels by implementing General Plan policies. The proposed amendment would not affect existing General Plan <br /> policies on parks. The proposed amendment would also not increase development potential beyond the levels that was <br /> already analyzed in the certified TOD Strategy EIR. <br /> e) Adoption of the General Plan consistency amendments would not affect other public facilities, including libraries, City <br /> administrative facilities, and public works maintenance yards. The impact of future growth on these facilities was <br /> previously analyzed in the General Plan EIR and TOD Strategy EIR and was determined to be less than significant due <br /> to policies incorporated in the General Plan.
