Does the project have impacts that are individually - X 1, <br /> limited, but cumulatively considerable? <br /> ( "Cumulatively considerable" means the incremental <br /> effects of a project that are considerable when viewed <br /> in connection with the effects of the past projects, the <br /> effects of other current projects, and the effects of <br /> probable future projects.) <br /> c. Does the project have environmental effects which X 12 <br /> will cause substantial adverse effects on human <br /> beings, either directly or indirectly? <br /> EXPLANATION: <br /> a) Adoption of the General Plan consistency amendments will not create the impacts listed here. The amendments are an <br /> administrative measure necessary to maintain internal consistency in the General Plan following the adoption of the <br /> 2007 TOD Strategy and the 2010 Housing Element. The proposed action does not approve any specific project or result <br /> in any physical change. The impacts listed in "a" above were analyzed as part of the EIR for the 2002 General Plan and <br /> the 2007 TOD Strategy. No additional impacts would result by amending the General Plan to incorporate the TOD land <br /> use plan. The General Plan includes policies and actions which strive to protect environmental quality, plant and animal <br /> habitat, special status species, and historic resources and avoid and mitigate the impacts listed above. <br /> b) The cumulative impacts of development around the Downtown BART station were analyzed as part of the TOD Strategy <br /> EIR. No new or increased impacts would occur as a result of incorporating the provisions of this Strategy into the City's <br /> General Plan. Future development in the TOD area will continue to be subject to environmental review, and additional <br /> assessments of cumulative impacts will be required at that time. <br /> c) The proposed consistency amendments would have no adverse effects on human beings, either directly or indirectly. <br /> • <br /> The potential for such impacts was evaluated in the EIR for the TOD Strategy and determined to be less than significant. <br /> No additional impacts would occur as a result of updating the General Plan to reflect the the TOD Strategy. <br /> • <br /> TOD and Housing Element General Plan Consistency Amendments January 2011 ' Page 26 <br />
