SUMMARY AND RECOMMENDATION Staff recommends approval of the plans and specifications and call for bids for the subject project. BACKGROUND AND ANALYSIS This project was originally proposed to the City by a local community group known as Four Paws Society because the City has no fenced off -leash dog park. The City's Recreation and Parks Commission determined that such a park would be a benefit to the community and asked the City to add it as a Capital Improvement Program project. During the course of the design of the project, staff continued providing updates to the various stakeholders, including presentations to the Recreation and Parks Commission, Facilities and Transportation Commission and Four Paws Society, a public interest group through their spokesperson. The proposed park is located on the City's Shoreline Recreation Area south of Marina Park (adjacent to the East Bay Discharge Authority facility and the Tony Lema Golf Course). The area is designated for off -leash dog activities, but is not fenced and has no amenities. This location is within the jurisdiction of the Bay Conservation and Development Commission (BCDC), requiring permission from the agency to install the park. The proposed project will provide a new fenced area for off -leash dog walking. Separate small and large dog fenced areas will be provided. Shade structures with tables, drinking fountains, benches, picnic tables, and trash receptacles will also be installed as part of this project. To permit the construction, the existing gravel access roadway will be relocated.
