CITY OF SAN LEANDRO <br /> APPROVED AND <br /> STAFF REPORT FORWARDED <br /> TO CITY COUNCIL <br /> DATE: March 21, 2011 <br /> Stephen Hollister <br /> TO: Stephen Hollister, City Manager City Manager <br /> VIA: Lianne Marshall, Assistant City Manager <br /> BY: Kathy Ornelas, Community Relations Representative <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> AN ORDINANCE OF THE CITY OF SAN LEANDRO REPEALING SECTION 6 -1- <br /> 430(a)(3) OF THE SAN LEANDRO MUNICIPAL CODE, AND ADOPTING A NEW <br /> SECTION 6- 1- 430(a)(3) PERMITTING THE PARKING OF RECREATIONAL <br /> VEHICLES ON RESIDENTIAL STREETS UPON REQUEST FOR EXEMPTION <br /> SUMMARY AND RECOMMENDATION <br /> At its March 7, 2011 meeting, the City Council passed to print amendment of Section 6 -1 -430 <br /> (a)(3) of the San Leandro Municipal Code to allow for the parking of recreational vehicles on <br /> residential streets upon registration with the San Leandro Police Department of a request for <br /> exemption of existing oversize vehicle parking regulations. In order to clarify the amendment <br /> that each household in San Leandro be allowed twenty -four (24) exemption parking permits per <br /> calendar year per trip, it is recommended that additional language be added to the section. <br /> BACKGROUND <br /> Analysis <br /> Upon review of the recommended amendment to Section 6 -1-430 (ax3), and in order to clarify <br /> that each household will be permitted to park a recreational vehicle on a residential street to <br /> accommodate twenty -four (24) roundtrips per calendar year, it is recommended that the language <br /> of the section read: <br /> §6.1.430: OVERNIGHT PARKING PROHIBITED — OFF - STREET PARKING OF <br /> CERTAIN SIZE VEHICLES. <br /> (a) Residential Streets: <br /> (3) The City Manager may exempt an individual vehicle from the provisions of <br /> paragraph (a)(1) of this section for owners of recreational vehicles upon request by the person in <br /> possession and control of such recreational vehicle of a reasonable need therefor. Such <br /> exemption shall expire at a specified time within seventy -two (72) hours, except that the City <br /> Manager or his designee may extend such exemption for no more than one additional period of <br /> seventy -two (72) hours upon a request by a person in possession and control of such recreational <br />
