Recreational Vehicle Parking 2 March 21, 2011 <br /> vehicle that because of unusual circumstances, enforcement of said provision as to such <br /> recreational vehicle would cause undue hardship to such person. Such exemption and extension <br /> may be allowed twenty -four (24) times per year, equating to twenty -four (24) roundtrip permits <br /> per year for each San Leandro household. Vehicle owners requesting an exemption must register <br /> each request for exemption with the San Leandro Police Department. For purposes of this <br /> section, a recreational vehicle is as defined in Sections 18009.3 and 18010 of the California <br /> Health and Safety Code. <br /> It is believed the addition of the underlined language will help to clarify for the community and <br /> staff how often each household is allowed to request a parking permit; each permit will <br /> accommodate the roundtrip travel of the household and vehicle. <br /> Current City Council Policy <br /> Section 6 -1 -430 (a)(3) was adopted in 1982 to allow parking of recreational vehicles on <br /> residential streets with restrictions. <br /> Previous City Council Action(s) <br /> Adoption of Ordinance No. 82 -084 established the original permit regulation. <br /> This matter was heard and passed to print at the March 7, 2011 City Council meeting. <br /> City Council Committee Review and Action <br /> This matter has been reviewed at the Rules and Communications Committee meetings on <br /> October 26, 2010, November 23, 2010, and January 27, 2011, with the above recommendation <br /> reported to the full City Council at the February 25, 2011 City Council meeting. <br /> Summary of Public Outreach Efforts <br /> While no direct public outreach has been attempted on this matter, numerous individuals have <br /> spoken at the City Council Rules and Communications Committee meetings and at the March 7, <br /> 2001 City Council meeting in support of relaxing the current restrictions. <br /> Fiscal Impact <br /> None <br /> CONCLUSION <br /> It is recommended that Section 6 -1-430 (a)(3) of the San Leandro Municipal Code be amended <br /> to permit the parking of recreational vehicles on residential streets twenty -four (24) times per <br /> year, equating to twenty -four (24) roundtrip permits per year, upon request to the San Leandro <br /> Police Department for an exemption of oversize vehicle parking restrictions. <br />
