CITY OF SAN LEANDRO <br /> OOggR" NEGATIVE DECLARATION <br /> Notice is hereby given that the City of San Leandro finds that no significant effect on the <br /> environment as prescribed by the California Environmental Quality Act of 1970, as amended will <br /> occur for the following proposed project: <br /> I. PROJECT DESCRIPTION: <br /> Zoning Code Amendments - Consolidated. The California Department of Fish and <br /> Game has issued a "CEQA Filing Fee No Effect Determination" for this project. <br /> The City of San Leandro is undertaking an update of the Zoning Code in order to keep <br /> current with state mandates and to address needed adjustments to the 2007 adoption of the <br /> Downtown Area (DA) use and parking regulations. These include meeting homeless <br /> housing standards pursuant to SB2 " Fair Share Zoning Law; Addressing conformance of <br /> existing Planned Developments (PD) that are now zoned DA; changing certain uses in the <br /> DA such as allowing " animal grooming" and " cafes" where these were previously not . <br /> • permitted; to allow " dental labs" as part of the definition of " Offices Business and <br /> • Professional ", to modify status of office uses in the DA zones, and; to amend the zoning <br /> code relative to parking in the TOD Strategy area. This text change does not change a <br /> parking standard in the area, it simply removes parking standards that have expired and no <br /> longer apply. <br /> • <br /> 1I. DECLARATION THAT PROJECT WILL NOT SIGNIFICANTLY AFFECT <br /> • ENVIRONMENT: <br /> The Community Development Director fords, based on the initial study, that the proposed <br /> ordinances as described above will not have a significant effect on the environment and <br /> therefore do not require an environmental impact report. <br /> 11. FINDINGS SUPPORTING DECLARATION: <br /> A. The proposed project has been reviewed according to the standards and requirements of <br /> the California Environmental Quality Act (CEQA) and an Initial Study Environmental <br /> Evaluation Checklist has been prepared with a determination that the project will not <br /> have a significant impact on the environment. These ordinance amendments will not <br /> create any new structures or result in any new physical improvements in the city. <br /> III. SON WHO PREP D INITIAL STUDY: <br /> Philip L.
