WHEREAS, the City has now formally proposed an Addendum to the General Plan, <br /> which is attached hereto as Exhibit A and is incorporated by this reference. <br /> WHEREAS, the City has prepared an Initial Study and Negative Declaration for the <br /> General Plan Amendment, which is attached hereto as Exhibit B and is incorporated by this <br /> reference. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does resolve as <br /> follows: <br /> A. The proposed General Plan Amendment has been prepared in accordance with <br /> State law and the State General Plan Guidelines. <br /> B. Adoption of the proposed General Plan Amendment is hereby found to be in the <br /> public interest. <br /> C. The City Council has considered the Negative Declaration prepared in connection <br /> with the proposed General Plan Amendment prior to its recommendation. <br /> D.
