COUNCILNIEMBERS HANDBOOK APPENDIX H <br /> CITY OF SAN LEANDRO D r t1 <br /> GUIDELINES REGARDING THE USE OF SOCIAL MEDIA <br /> Purpose of the Guidelines: <br /> To provide guidance to Council on the recommended use of social media when a Council <br /> Member is maintaining an individual Social Media site as a City Official. When used <br /> effectively, Social Media can function as a tool to provide content to the public about City topics <br /> and services, leading to a more responsive and transparent government, citizen engagement, and <br /> a higher level of public confidence. <br /> Definition: <br /> Social Media and Web 2.0 are terms used interchangeably to refer to activities that integrate <br /> technology, social interaction and content creation. Social Media allows people to generate, <br /> organize, share, edit and comment on web content through several means. Examples of Social <br /> Media sites include, Facebook, Twitter, MySpace, YouTube, Flickr, and blogs. <br /> Guidelines: <br /> Creation of a Social Media Site <br /> • Each City of San Leandro Council Member Social Media site should include an <br /> introductory statement that clearly specifies the purpose and topical scope of the Social <br /> Media site. <br /> • Any City of San Leandro ( "City ") Council Member Social Media site shall include a <br /> disclaimer stating that the site is the individual site of the Council Member and is not the <br /> official position of the City. Where possible, all Social Media sites should provide a link <br /> back to the official City of San Leandro website when posting content or comments on <br /> City sponsored events and/or topics. The official City of San Leandro website shall <br /> remain as the City's main web presence. <br /> • Any Social Media site should not use any official City logo or letterhead. <br /> • The Brown Act prevents Council Members from engaging other Council Members in <br /> discussion outside of a publicly noticed meeting, which includes a Social Media site. So, <br /> an individual Council Social Media Site (or website) should not be used as a <br /> communication tool between Council Members in any way whatsoever. <br /> • <br /> • All City Council Member Social Media sites and entries shall clearly indicate that any <br /> content posted or submitted for posting is subject to public disclosure. All City Council <br /> Member Social Media sites should state that it reserves the right to restrict or remove any <br />
