CITY OF SAN LEANDRO
MEMORANDUM
Date: March 24, 2011 •
To: City Council Rules and Communications Committee
From: Stephen Hollister, City Manager
Via: Lianne Marshall, Assistant City Manager
By: Marian Handa, City Clerk
Subject: CONSIDERATION OF CONVERTING THE FORMAT OF CITY COUNCIL
MEETING MINUTES TO ACTION MINUTES
SUMMARY AND RECOMNIENDATIOiN
Currently, minutes of City Council regular and special meetings include comments and other
narrative, as well as the record of the actions taken on each agenda item. This report provides
information for the Committee's consideration for changing the format of City Council meeting
minutes to action minutes.
BACKGROUND
Following each regular and special City Council meeting, City Clerk's staff prepares two
documents: one called the "Summary," which lists the actions taken at the meeting; and Minutes
of the meeting.
Meeting "Summary"
The City Council meeting "Summary" lists the agenda items, and the actions taken on those
items. The "Summary" document is prepared as soon after the meeting as possible, and posted
on a City webpage entitled "City Council Actions." The format of the City Council Meeting
Summary is very similar in format to action minutes.
Meeting Minutes
Title 4, Chapter 3, Section 4.3.100 of the San Leandro Administrative Code specifies that the
City Clerk shall prepare Action Minutes for all City Council regular and special meetings. By
definition, action minutes reflect only the actions taken by the legislative body (City Council),
and very little, if any, narrative is included.
