City Council Action Minutes - 2 <br /> Admin Code Section 4.3.100 notwithstanding, San Leandro City Clerks have traditionally <br /> included some of the comments and discussion by the Council, staff and public. as well as <br /> actions, in the minutes of City Council regular and special meetings. The preparation of these <br /> minutes is time- consuming, requiring four to eight hours or more of staff time per meeting. The <br /> determination of what and how the information is summarized is subjective. City Council <br /> meeting minutes are available to the public via Weblink, and are not as easily accessible as are <br /> the "Summary" documents. <br /> DISCUSSION <br /> With the implementation of Granicus digital audio streaming of City Council meetings, the <br /> agendas, minutes and audio recordings will all be available on the same webpage, which will <br /> simplify public access. Additionally, staff will have the ability to mark the audio portion of each <br /> agenda item, and link the sound file to the corresponding agenda item on the online version of <br /> the meeting minutes. <br /> By accepting action minutes as the official record for City Council meetings, the City could <br /> achieve the following: <br /> • A more complete, less subjective account of the meeting proceedings, by providing <br /> action minutes plus the link to the meeting audio portion for each agenda item <br /> • Quicker turnaround— minutes could be made available within a day or two of the <br /> meeting <br /> • Staff time savings of 10 -15 or more hours per month <br /> The Council could request that particular items or statements be entered in the minutes "for the <br /> record," with the understanding that these requests would add to the time needed for minutes <br /> processing and approval. <br /> ATTACHMENT • <br /> Excerpt from City Council Meeting Summary for March 7, 2011 <br /> RECOMMENDATION <br /> Staff requests that the Committee consider accepting action minutes as the official record for <br /> City Council meetings. <br />
