•
LSA ASSOCIATES. INC. CEQA INITIAL STUDY /MITIGATED NEGATIVE DECLARATION
MARCH 1011 PREDA STREET PIPE BRIDGES UPGRADE
SAN LEANDRO. CALIFORNIA
Mitigation Measure CULT -1: If deposits of prehistoric or historical archaeological materials
are encountered during project activities that are not archaeologically monitored. all work within
25 feet of the discovery shall be redirected and a qualified archaeologist shall be contacted to
assess the situation, consult with agencies as appropriate, and make recommendations for the
treatment of the discovery. The City of San Leandro shall also be notified. Project personnel shall
not collect or move any archaeological materials. Adverse effects to such deposits shall be
avoided to the extent feasible. If such deposits cannot be avoided, they shall be evaluated for their
California Register of Historical Resources eligibility. If the deposit is not eligible, a
determination shall be made as to whether it qualifies as a "unique archaeological resource" under
CEQA. If the deposit is neither a historical nor unique archaeological resource, avoidance is not
necessary. If the deposit is eligible for listing in the California Register, or is a unique
archaeological resource, it shall be avoided to the extent feasible or any adverse affects shall be
mitigated. Mitigation may consist of, but is not necessarily limited to, systematic recovery and
analysis of archaeological deposits; recording the resource; preparation of a report of findings;
and accessioning recovered archaeological materials at an appropriate curation facility. Public
educational outreach may also be appropriate. The report shall be submitted to the City of San
Leandro and the NWIC.
b) Cause a substantial adverse change in the significance of an archaeological resource pursuant to
§15064.5?
•
Less Than Significant with Mitigation Incorporated. As described above, intact subsurface
historic - period and prehistoric archaeological deposits that may qualify as archaeological
resources may be located within the project site. Implementation of Mitigation Measure CULT -l.
described above, would reduce potential impacts to unidentified archaeological resources to a less
than significant level.
c) Directly or indirectly destroy a unique paleontological resource or site or unique geologic
feature?
Less Than Significant with Mitigation Incorporated. Paleontological resources include fossil
plants and animals, and evidence of past life such as trace fossils and tracks (Bates and Jackson
1984). Ancient marine sediments may contain invertebrate fossils such as snails, clam and oyster
shells, sponges, and protozoa; and vertebrate fossils such as fish, whale, and sea lion bones.
Vertebrate land mammals may include bones of mammoth, camel, saber tooth cat, horse, and
bison. Paleontological resources also include plant imprints, petrified wood, and animal tracks. It
is not likely that paleontological resources would be encountered during project activities.
However, if any paleontological resources are uncovered during project construction,
implementation of Mitigation Measure CULT -2, described below, would reduce potential impacts
associated with disturbance to paleontological resources to a less than significant level.
Mitigation Measure CULT - 2: If paleontological resources are encountered during
construction activities, all work within 25 feet of the discovery shall be redirected and a
qualified paleontologist shall be contacted to assess the finds, consult with agencies as .
appropriate, and make recommendations regarding the treatment of the discovery. Project
personnel shall not collect or move any paleontological resources. Adverse effects to such
paleontological resources shall be avoided to the extent feasible.
