LSA ASSOCIATES. INC. CEQA INITIAL STUDY /MITIGATED NEGATIVE DECLARATION <br /> MARCH SS1I PREDA STREET PIPE BRIDGES UPGRADE <br /> SAN LEANDRO. CALIFORNIA <br /> • <br /> For land use development projects (i.e., residential, commercial, industrial, and public land uses and <br /> facilities), the proposed threshold of significance for GHG emissions is (I) compliance with a <br /> qualified climate action plan or qualified general plan; (2) annual GHG emissions less than 1,100 <br /> metric tons per year; or (3) annual GHG emissions less than 4.6 metric tons per service population <br /> (residents plus employees). <br /> GHG emissions associated with implementation of the proposed project would occur over the short <br /> term from construction activities, consisting primarily of emissions from equipment exhaust. Long- <br /> term emissions from the proposed project are not expected to be a significant source of GHG <br /> emissions. <br /> The primary existing source of human- caused GHGs in the project area are vehicle and train <br /> emissions. <br /> Discussion: <br /> a) Generate greenhouse gas emissions, either directly or indirectly, that may have a significant <br /> impact on the environment, based on any applicable threshold of significance? <br /> Less Than Significant with Mitigation Incorporated. The long - term operation of the proposed <br /> project would not generate GHG emissions. However, the proposed project would result in a <br /> short -term increase in GHG emissions during construction activities due to use of vehicles and <br /> equipment that operate by the burning of fossil fuels. The burning of fossil fuels releases Carbon <br /> Dioxide and other GHGs into the atmosphere. Implementation of Mitigation Measure GHG -I <br /> would ensure that the proposed project would not generate greenhouse gas emissions that may <br /> have a significant impact on the environment, based on any applicable threshold of significance. <br /> Mitigation Measure CHC - 1: To the extent feasible and to the satisfaction of the City of San <br /> Leandro. the following measures shall be incorporated into the design and construction of the <br /> project: <br /> • On -site idling of construction equipment shall be minimized (no more than 5 minutes <br /> maximum); <br /> • All construction equipment shall be properly tuned and fitted with manufacturer's <br /> standard level exhaust controls; <br /> • The hours of operation of heavy duty equipment and /or the amount of equipment in <br /> use shall be limited; <br /> • Locally- produced and /or manufactured construction materials shall be used; <br /> • Demolished construction material shall be recycled or reused whenever possible; and <br /> • "Green Building Materials," such as those materials which are resource efficient, <br /> recycled and /or manufactured in an environmentally friendly way shall be used. <br /> b) Conflict with any applicable plan, policy or regulation of an agency adopted for the purpose of <br /> reducing the emissions of greenhouse gases? <br /> P: 1EGI080110EOA \Prada_FINAL_IS- MND.doc (03/28/11) 32 <br />
