LEA ASSOCIATES. INC. CEQA INITIAL STUDY /MITIGATED NEOATIYE DECLARATION <br /> MARCH 1011 PR!DA STREET PIP! BRIDGES UPGRADE <br /> SAN LEANDRO. CALIFORNIA <br /> Short - Term (Construction) Impacts. Construction of the proposed project would require <br /> grading and earthwork activities that could generate noise levels that exceed established <br /> standards. Although these activities could result in infrequent periods of high noise, this noise <br /> would not be sustained and would occur only during the temporary construction period. <br /> Compliance with applicable provisions of the San Leandro General Plan (City of San Leandro <br /> 2002) and implementation of the following mitigation measure would reduce potential impacts <br /> related to construction noise to a less than significant level. <br /> Mitigation Measure NOISE -1: The Contractor shall implement the following measures <br /> to reduce short-term construction related noise impacts from the proposed project: <br /> • Noise - generating activities, including truck traffic coming to and from the site for <br /> any purpose, shall be limited to daytime. weekday. non - holiday hours (7:00 a.m. to <br /> 6:00 p.m.). Any special circumstances that necessitate performance of construction <br /> work outside the hours and days specified shall require that the contractor request and <br /> the City's project manager approve such work. <br /> • During all project site excavation and on -site grading, the project contractors shall <br /> equip all construction equipment, fixed or mobile, with properly operating and <br /> maintained mufflers consistent with manufacturers' standards. <br /> • The construction contractor shall place all stationary construction equipment so that <br /> emitted noise is directed away from sensitive receptors nearest the project site. <br /> Sensitive receptors in the project area include residences to the south. <br /> • To the extent practicable, the construction contractor shall locate equipment staging <br /> in areas that will create the greatest distance between construction - related noise <br /> sources and noise- sensitive receptors (nearest residences) during all project <br /> construction. (LTS) <br /> b) Exposure of persons to or generation of excessive ground borne vibration or ground borne noise <br /> levels? <br /> • <br /> Less Than Significant Impact. Development of the proposed project would not result in <br /> excessive ground borne vibration or noise levels. Relatively minor vibrations may occur from the <br /> use of trucks or other construction equipment used for excavation and earthwork. However, the <br /> ground borne vibration from such equipment would be relatively minor, intermittent, short-term, <br /> and restricted to daytime hours. <br /> c) .4 substantial permanent increase in ambient noise levels in the project vicinity above levels <br /> existing without the project? <br /> No Impact. As described above, ambient noise levels in the project vicinity would be the same as <br /> occurs under existing conditions.
