Would the project result in:
a) Exposure of persons to or generation of noise levels in excess LI • ❑ ❑
of standards established in the local general plan or noise
ordinance, or applicable standards of other agencies?
b) Exposure of persons to or generation of excessive ground 0 U • 0
borne vibration or ground borne noise levels?
c) A substantial permanent increase in ambient noise levels in U U O •
the project vicinity above levels existing without the project?
d) A substantial temporary or periodic increase in ambient noise ❑ • U U
levels in the project vicinity above levels existing without the
project?
e) For a project located within an airport land use plan or. where U ❑ • ❑
such a plan has not been adopted, within two miles of a
public airport or public use airport, would the project expose
people residing or working in the project area to excessive
noise levels?
f) For a project within the vicinity of a private airstrip, would U U U •
the project expose people residing or working in the project
area to excessive noise levels?
Affected Environment:
Surrounding land uses include residences to the south, west, and north, and the Union Pacific
Railroad tracks to the east. The primary noise source at the project site is passenger and freight trains
on the adjacent railroad tracks. According to Figure 6 -2 in the San Leandro General Plan (City of San
Leandro 2002), the noise level adjacent to the railroad tracks is 75 dB Ldn (day -night average noise
level). Other noise sources at the project site include vehicle traffic on local roadways, air traffic from
the Oakland International Airport, and domestic noise sources such as leaf blowers. home and car
stereos, security alarms, and barking dogs.
Discussion:
a) Exposure of persons to or generation of noise levels in excess of standards established in the
local general plan or noise ordinance, or applicable standards of other agencies?
Less Than Significant with Mitigation Incorporated. The long - term operational and short
construction noise impacts of the proposed project are described below.
Long -Term (Operational) Impacts. Noise levels after completion of the proposed project would
be the same as under existing conditions. Therefore, operation of the upgraded sewer pipes and
pipe bridges would not result in exposure of persons to or generation of noise levels in excess of
standards established in the local general plan or noise ordinance.
P:\ EGI080110EQA \Prcdn_FINAL_IS- MND.doc (0328 /I I) 44
