CALIFORNIA Discussion: a) Cause an increase in traffic which is substantial in relation to the existing traffic load and capacity of the street system (i.e., result in a substantial increase in either the number of vehicle trips, the volume to capacity ratio on roads, or congestion at intersections)? Less Than Significant Impact. A limited number of additional vehicular trips would be generated as a result of the proposed project. Although construction vehicle traffic on local roads would increase during the construction period, this impact would be short-term and would not be substantial. Therefore, the proposed project would not cause a substantial increase in traffic in relation to the existing traffic load and capacity of the street system. b) Exceed, either individually or cumulatively, a level of service standard established by the county congestion management agency on designated roads or highways? Less Than Significant Impact. As described in Response XV(a), the proposed project would not generate a substantial increase in vehicular trips on adjacent roads or highways. Therefore, the proposed project would not exceed a level of service standard established by the county congestion management agency on designated roads or highways. c) Result in a change in air traffic patterns, including either an increase in traffic levels or a change in location that results in substantial safety risks? No Impact. The proposed project would not result in any changes in air traffic patterns or levels of air traffic. d) Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous intersections) or incompatible uses (e.g., farm equipment)? No Impact. The proposed project would not include the construction of new roads or • improvements to existing roads. Construction vehicles would use existing roads to access the project site. Therefore, the proposed project would not increase hazards due to a design feature or incompatible uses. e) Result in inadequate emergency access? No Impact. The proposed project would not require emergency services after project completion. No road closures or significant traffic congestion would occur during the construction period to inhibit emergency access on local roadways. f) Result in inadequate parking capacity? No Impact. The proposed project would not generate the need for parking. The proposed project would not result in inadequate parking capacity. g) Conflict with adopted polices, plans, or programs supporting alternative transportation (e.g., bus turnouts, bicycle racks)?
