LSA ASSOCIATES. INC. CEQA INITIAL STUDY/LITIGATED NEGATIVE DECLARATION <br /> MARCH IPll PREDA STREET PIPE BRIDGES UPGRADE <br /> SAN LEANDRO. CALIFORNIA <br /> MITIGATED NEGATIVE DECLARATION <br /> Project Name. Preda Street Pipe Bridges Upgrade <br /> Project Location. The project site is located at an existing sewer pipe crossing over San Leandro <br /> Creek adjacent to Alder Creek Circle, near Preda Street, in the City of San Leandro. <br /> Description of Project. The City of San Leandro proposes to replace two existing sewer pipes and <br /> rehabilitate two supporting pipe bridges that span San Leandro Creek, to maintain flow capacity and <br /> improve pipe performance during future seismic and/or flood events. Proposed activities involve the <br /> following: removal of existing pipes, excavation associated with installation of pipe restraints, <br /> upgrades to the existing support bridges and installation of new infrastructure including new pipes <br /> and pipe restraints. Several potential pipe replacement alternatives were evaluated by the City of San <br /> Leandro. The proposed project was determined based on factors including cost, durability. <br /> maintenance, and minimizing environmental impacts. Based on the results of these evaluations, the <br /> City of San Leandro has elected to replace the existing bell- and - spigot ductile iron sewer pipes with <br /> new ductile iron, restrained joint pipes that can accommodate the anticipated displacement of the <br /> pipelines for all design criteria. <br /> Findings. It is hereby determined that, based on the information contained in the attached Initial <br /> Study, the Project will not have a significant adverse effect on the environment. <br /> Mitigation measures necessary to avoid the potentially significant effects on the environment are <br /> included in the attached Initial Study, which is hereby incorporated in this Mitigated Negative <br /> Declaration.
