He also commented that the public should be directly involved, with adequate <br />time for discussions and questions. Continued from March 21, 2011 City <br />Council meeting. <br />City Manager Hollister announced that Police Chief Sandra Spagnoli would make a <br />presentation along with Lieutenant James Lemmon. Ms. Spagnoli provided a brief <br />overview of the matter; noted that Mr. Chuck Uhler, a representative for Redflex of <br />Northern California, was in attendance to answer any questions on the operating system; <br />and pointed out an error in the contract. The word "days" would be added in Section <br />4.3.6. <br />Lieutenant James Lemmon gave a PowerPoint presentation, providing background <br />information and financial overview of the Redflex program. <br />Councilmember Souza asked about auxiliary uses, such as capturing crimes, for the <br />cameras. Lieutenant Lemmon stated that the cameras have provided suspect <br />information relating to criminal cases. <br />Councilmember Cutter inquired about the pay scale for the part -time officers that <br />review the violations, the fees during constriction, the pricing during negotiations at the <br />end of the fourth year, and the length of the contract.
