City and San Leandro Unified School District Liaison Committee
March 31, 2011
Page 2
Mayor Cassidy mentioned that perhaps there can be a tour of the Art Education Center, if
the meeting will be held there. Superintendent Cathey stated that she would look into the
possibility of having entertainment prior to the May 9 Work Session. Deputy City
Manager Diaz stated that she had not heard from Superintendent Byas regarding the
possibility that the San Lorenzo Unified School District (SLzUSD) would like to
participate in the May 9 Joint Work Session.
2. Discussion Regarding Development of Subcommittee to Plan San Leandro Education
Conference Fall 2011
Mayor Cassidy asked if any of the committee members would like to volunteer to be on the
subcommittee to organize the San Leandro Education Conference Fall 2011. Board
President Mack -Rose volunteered to serve on the subcommittee. A discussion ensued
regarding the goal and focus of the event, possible break -out sessions, potential topics to
be covered, who should be invited to attend, who might be presenters, etc.
Mayor Cassidy then led a discussion regarding the content of the conference and that it
should include any goals and pressing issues facing San Leandro schools. Board President
Mack -Rose suggested that the conference should embrace all children of San Leandro.
Superintendent Cathey suggested the promotion of City and District resources for families,
i.e., Davis Street Family Resource Center. Mayor Cassidy stated that he would like to
discuss not only K -12 students at the conference, but also discuss students with disabilities,
before kindergarten care and adults under age 22.
It was decided that Board President Mack -Rose will set up the first subcommittee meeting
and Deputy City Manager Diaz will contact the SLzUSD regarding its possible
participation in the conference. The subcommittee will then report at the next City
Council/SLUSD Liaison Committee meeting.
3. Update on Measure M
Superintendent Cathey gave an update on the role of the Conceptual Design Team in
regards to the Burrell Field and Swim Center Measure M projects. She also discussed the
District and City joint staff subcommittee that has been established (Technical Advisory
Committee "TAC ") to facilitate communication between the City and the District as it
relates to technical questions and issues that may arise as Measure M projects get started.
A discussion ensued about the schedule of meetings for the TAC committees. The
discussion also included the details of the Joint Use Agreement and that if there are any
project design delays, they should be brought back to the TAC for discussion. Another
discussion ensued on the purpose of the TAC. Director Murphy explained why the
implementation of City standards and requirements are necessary to the successful
completion of the projects, particularly traffic and drainage improvements.
