Hollister, City Manager City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportatio Department <br /> BY: Kenneth Joseph, City Engine Engineering and Transportation Department <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION ACCEPTING THE WORK FOR THE EAST 14 STREET (STATE ROUTE <br /> (SR) -185) MEDIANS PROJECT, PROJECT NO. 06- 150 -38 -228, FEDERAL AID PROJECT <br /> NO. I-I P21 L-5041(029). <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends acceptance of the work, filing of the Notice of Completion, and upon <br /> completion to the satisfaction of the City Engineer of the one -year maintenance period, hereby <br /> authorizes the City Manager to release the maintenance bond for the subject project. <br /> BACKGROUND <br /> In 2002, the Federal Highway Administration, through the Federal Transportation Equity Act for <br /> the 21 Century (TEA -21) awarded the City a grant of $704,000 for work on the East 14 Street <br /> corridor. The flexibility of the grant allowed the City to locate the project at any section of East <br /> 14 Street deemed necessary. <br /> On April 12, 2004, the East 14 Street South Area Development Strategy (Strategy) was adopted <br /> by Council. The Strategy recommended construction of landscaped medians and curb return <br /> bulb -outs on East 14 Street between San Leandro Boulevard and the southerly City limits. In <br /> addition, the Redevelopment Agency (RDA) adopted the 2004 -2009 Implementation Plan for the <br /> Alameda County /City of San Leandro Redevelopment Project Area, which identified public <br /> improvements consistent with the East 14' Street South Area Plan as being of highest priority in <br /> implementing the objectives of the RDA. <br /> The TEA -21 grant funds were set aside for the median portion of the various improvements <br /> identified back in 2004. This project beautified the corridor while improving vehicular and <br /> pedestrian safety. <br />
