Hollister, City Manager City Manager FROM: Uchenna Udemezue, Director Engineering and Transportatio Department BY: Kenneth Joseph, City Engine Engineering and Transportation Department SUBJECT PROJECT/PROJECT DESCRIPTION: RESOLUTION ACCEPTING THE WORK FOR THE EAST 14 STREET (STATE ROUTE (SR) -185) MEDIANS PROJECT, PROJECT NO. 06- 150 -38 -228, FEDERAL AID PROJECT NO. I-I P21 L-5041(029). SUMMARY AND RECOMMENDATION Staff recommends acceptance of the work, filing of the Notice of Completion, and upon completion to the satisfaction of the City Engineer of the one -year maintenance period, hereby authorizes the City Manager to release the maintenance bond for the subject project. BACKGROUND In 2002, the Federal Highway Administration, through the Federal Transportation Equity Act for the 21 Century (TEA -21) awarded the City a grant of $704,000 for work on the East 14 Street corridor. The flexibility of the grant allowed the City to locate the project at any section of East 14 Street deemed necessary. On April 12, 2004, the East 14 Street South Area Development Strategy (Strategy) was adopted by Council. The Strategy recommended construction of landscaped medians and curb return bulb -outs on East 14 Street between San Leandro Boulevard and the southerly City limits. In addition, the Redevelopment Agency (RDA) adopted the 2004 -2009 Implementation Plan for the Alameda County /City of San Leandro Redevelopment Project Area, which identified public improvements consistent with the East 14' Street South Area Plan as being of highest priority in implementing the objectives of the RDA. The TEA -21 grant funds were set aside for the median portion of the various improvements identified back in 2004. This project beautified the corridor while improving vehicular and pedestrian safety.
