East 14 Street (SR -I85) Medians Accepting the work 2 April 18, 2011 ANALYSIS The East 14 Street (SR -185) Medians project eliminated two -way left -turn lanes and beautified the roadway by installing Landscaped concrete medians, left -turn pockets and pedestrian refuges on East 14' Street between 136 Avenue and 144 Avenue. On September 8, 2009, Joseph J. Albanese, Inc. was awarded the contract for submitting the lowest responsive bid in the amount of $608,630. Construction began on November 30, 2009 and was completed on March 11, 2011. Previous City Council Action(s) • On November 4, 2002, by Resolution No. 2002 -156, the City Council authorized the City Manager to execute Supplement Agreement 006 -M for the design phase • On April 12, 2004, by Resolution No. 2004 -038, the City Council approved the East 14' Street South Area Development Strategy • On July 18, 2005, by Resolution No. 2005 -015 RDA, the City Council acting in the capacity of the Redevelopment Agency Board approved the design services agreement with Harris and Associates and consented to the use of Redevelopment Agency funds to match the Federal Grant funds • On May 5, 2008, by Resolution No. 2008 -047, the City Council approved a Program Supplement Agreement No. 1 IN for the subject project • On July 20, 2009, by Resolution No. 2009 -111, the City Council approved plans and specifications and called for bids for the subject project • On September 8, 2009, by Resolution No. 2009 -123, the City Council awarded the contract to Joseph J. Albanese, Inc. Applicable General Plan Policy This action is consistent with Streets and Highway Goal No. 19 of the General Plan and Action Item 19.01 -D: East 14 Streetscape Improvements. Permits and /or Variances Granted Alameda Flood Control District and Caltrans Encroachment Permits were obtained. Environmental Review A Categorical Exclusion under the National Environmental Policy Act (NEPA) was determined by Caltrans' Local Assistance section on June 11, 2007.
