East 14 Street (SR -I85) Medians <br /> Accepting the work 2 April 18, 2011 <br /> ANALYSIS <br /> The East 14 Street (SR -185) Medians project eliminated two -way left -turn lanes and beautified <br /> the roadway by installing Landscaped concrete medians, left -turn pockets and pedestrian refuges <br /> on East 14' Street between 136 Avenue and 144 Avenue. <br /> On September 8, 2009, Joseph J. Albanese, Inc. was awarded the contract for submitting the <br /> lowest responsive bid in the amount of $608,630. Construction began on November 30, 2009 <br /> and was completed on March 11, 2011. <br /> Previous City Council Action(s) <br /> • On November 4, 2002, by Resolution No. 2002 -156, the City Council authorized the City <br /> Manager to execute Supplement Agreement 006 -M for the design phase <br /> • On April 12, 2004, by Resolution No. 2004 -038, the City Council approved the East 14' <br /> Street South Area Development Strategy <br /> • On July 18, 2005, by Resolution No. 2005 -015 RDA, the City Council acting in the capacity <br /> of the Redevelopment Agency Board approved the design services agreement with Harris <br /> and Associates and consented to the use of Redevelopment Agency funds to match the <br /> Federal Grant funds <br /> • On May 5, 2008, by Resolution No. 2008 -047, the City Council approved a Program <br /> Supplement Agreement No. 1 IN for the subject project <br /> • On July 20, 2009, by Resolution No. 2009 -111, the City Council approved plans and <br /> specifications and called for bids for the subject project <br /> • On September 8, 2009, by Resolution No. 2009 -123, the City Council awarded the contract <br /> to Joseph J. Albanese, Inc. <br /> Applicable General Plan Policy <br /> This action is consistent with Streets and Highway Goal No. 19 of the General Plan and Action <br /> Item 19.01 -D: East 14 Streetscape Improvements. <br /> Permits and /or Variances Granted <br /> Alameda Flood Control District and Caltrans Encroachment Permits were obtained. <br /> Environmental Review <br /> A Categorical Exclusion under the National Environmental Policy Act (NEPA) was determined <br /> by Caltrans' Local Assistance section on June 11, 2007. <br />
