Hollister, City Manager <br /> FROM: Uchenna Udemezue, Director <br /> Engineering and Transportatio p'artment <br /> BY: Keith Cooke, Principal Engi er <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION APPROPRIATING MATCHING FUNDS TOWARDS A 2011 -12 BICYCLE <br /> TRANSPORTATION ACCOUNT (BTA) GRANT PROJECT. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends that the City Council adopt a resolution appropriating $55,600 of Measure B <br /> Bicycle and Pedestrian funds as matching funds towards the 2011 -12 Bicycle Transportation <br /> Account (BTA) grant. The project will implement the bicycle network in support of the San <br /> Leandro Priority Development Areas by placing Class II bike lanes and Class III bike routes in <br /> selected locations in conformance with the City's recently adopted Bicycle and Pedestrian <br /> Master Plan (Plan) and Design Guidelines. <br /> BACKGROUND <br /> The BTA grant is an annual program that provides State funds for city and county projects that <br /> improve safety and convenience for bicycle commuters. To be eligible for BTA funds, a city or <br /> county must prepare and adopt a Bicycle Transportation Plan (BTP) that complies with Streets <br /> and Highways Code Section 891.2. The BTP must be approved by the local agency's Regional <br /> Transportation Planning Agency. <br /> Caltrans anticipates an appropriation of $7.2 million annually for projects that improve safety <br /> and convenience for bicycle commuters. Streets and Highways Code (S &HC) Section 2106 <br /> stipulates the annual BTA funding level, subject to appropriation in the approved State budget. <br /> Per S &HC 891.4(b), funds are allocated to cities and counties on a matching basis that requires <br /> the applicant to furnish a minimum of 10 percent (10 %) of the total project cost. <br /> The City of San Leandro's Bicycle and Pedestrian Master Plan (Plan), with the Design <br /> Guidelines and the City Council resolution adopting the Bicycle and Pedestrian Master Plan, <br />
