MINUTES Page 8 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — April 4, 2011 <br /> proposed to meet with the property owners and bring the matter back to the City <br /> Council in approximately 30 days via the Facilities and Transportation Committee. <br /> Councilmember Prola expressed support for Mr. Hollister's proposal to move forward <br /> and bring a fair and equitable resolution to the situation. <br /> Councilmember Cutter stated that she is in favor of the proposal. <br /> Councilmember Starosciak asked for clarification on whether the main is public or <br /> private. Engineering and Transportation Director Uche Udemezue explained that a <br /> sewer line must be dedicated to, and accepted by, the City for the line to be a public <br /> facility, but neither happened in this case. He commented that a comprehensive <br /> presentation will be given at the Facilities and Transportation Committee, and then to <br /> the City Council, in the near future. <br /> Councilmember Souza requested a report on the number of private and public main <br /> lines in the City. <br /> Councilmember Prola asked if the City ever promised relocation at no cost. Mr. <br /> Udemezue explained that the letter referred to by Mr. Hicks does not relate to the <br /> subject area. <br /> Councilmember Prola requested that the upcoming presentation report on how other <br /> cities handle similar situations. <br /> Councilmember Souza asked if property owners are made aware at the time of a home <br /> purchase whether a main is publicly or privately owned. Mr. Udemezue responded that <br /> he is not aware of such disclosure. <br /> Public Comments on Item 10.C.: <br /> John Manuel, San Leandro resident, addressed the City Council, expressing support <br /> for the Dowling Triangle residents and concern about the maintenance of <br /> infrastructures. <br /> Rhett Varnadore, San Leandro resident, addressed the City Council, commenting on <br /> the lack of communications to property owners. He suggested an assessment rather than <br /> a one -time cost for the relocation. <br /> Wafaa Aborashed, representing Davis West Neighborhood Group, addressed the <br /> City Council, expressing concern that infrastructure upgrade issues could happen in <br /> other parts of the City, and questioning the public participation and decision - making <br /> process. <br /> Tim Holmes, San Leandro resident, addressed the City Council, agreeing with <br /> previous speakers regarding a lack of public oversight on the process, and requesting <br /> reconsideration.
