CITY OF SAN LEANDRO
MEMORANDUM
Date: April 10, 2011
To: City Council Business & Housing Development Committee
From: Luke Sims, Community Development Director
By: Cynthia Battenberg, Business Development Manager
Tim Ricard, Development Specialist
Subject: Downtown Parking Community Meetings
In conjunction with the construction of the new downtown parking garage, the City will be
taking a closer look at how parking functions throughout the downtown. This examination
includes refining the ideas outlined in the Transit Oriented Development Strategy, determining
the appropriate type of parking technology for the parking garage and a billing system for
parking permits, evaluating how this technology impacts parking enforcement, and evaluating
parking meter usage and turn-over in the downtown. An important step in this process is to
obtain input from the community on how to maximize the City's parking resources.
Beginning in May, the City's engineering, police and business development staff will hold three
community meetings to better understand the unique parking needs of employees, business
owners, residents, and retail customers in the downtown. These meetings will inform future
parking strategies for the downtown such as pricing and time limits, the preferred meter and
garage parking management technologies, and employee parking locations. A comprehensive
strategy may be developed in the future should resources be identified.
G: \OBD \Files RDA\Joint Project Area \Estudillo Garage - 2008 Bond \Parking Meetings B &HD 4- 10- 11.docx
