CITY OF SAN LEANDRO MEMORANDUM Date: April 26, 2011 To: Stephen Hollister, City Manager From: Tracy Vesely, Finance Direct. 4s By: Mary Ann Perini, Budget & Compliance Manager Subject: Finance Committee Follow -up Items Regarding FY 2012 Fee Schedule BACKGROUND On April 15, 201 1 staff presented to the Finance Committee the proposed adjustments to City user fees and service charges for Fiscal Year 2012. Staff also recommended adjustment to the Emergency Medical Services, the 9 -1 -1 Emergency Communication System Access Tax and the Business License Tax, in accordance with the San Leandro Municipal Code. During this meeting action items and follow -up requests were made by the Finance Committee. FOLLOW-UP ITEMS The Finance Committee asked staff to follow -up on a few questions and concerns pertaining to the 2012 Fee Schedule as follows: 1. Explanation of Connection Fees and the increases 2. Directed staff to meet with Taxi representatives and advise of the rate changes 3. Decrease the Police Department Vehicle Release fee from the proposed S200 to 5175 4. The Pool Facility Buy -out fees are these in addition to the individual admission fee? 5. What are the admission fees at City Pools and are they increasing in 2012? 6. Communication plan of Marina fee increases to Marina customers 7. Propose how the 2010-11 Sewer Service tax adjustment will be handled in 2011-12 RESPONSES The following list provides answers to the Finance Committee's inquiries and requests: 1. Explanation of Connection Fees and the increases Response: Waste Water Discharge Connection Fees are new sewer connections for residential, commercial and industrial connections throughout the City. These are one time fees charged during the pemnitting process and collected at that time. Staff is estimating incremental, new revenue due to the fee increase of about 510,000 per year based on average annual new connections.
