Directed staff to meet with Taxi representatives and advise of the rate changes <br /> Response: Police and Finance staff met with Mr. Gideon Mekwunye on April 21, <br /> 2011 and shared the proposed increases in the Flag Drop Rate, Mileage Rate, Wait Fee <br /> per Hour, Fingerprint/Background Check, and Driver Permit annual application. Mr. <br /> Mekwunye appreciated the information and the City's willingness to increase the taxicab <br /> fees for San Leandro. Staff, again extended an invitation to Mr. Mekwunye to come to <br /> the City Council meeting on May 2, 2011. Please see attached "Summary of Taxicab <br /> Fares and Fees" for proposed taxi fares. <br /> 3. Decrease the Police Department Vehicle Release fee from the proposed S200 to $175 <br /> Response: Police staff conducted a survey of vehicle release fees throughout the East <br /> Bay cities and the range of fees exceeded 5200 which is why staff proposed 5200 fee for <br /> 2012. However, based on the recommendation from the Finance Committee staff has <br /> reduced the proposed vehicle release fee to 5175. <br /> 4. The Pool Facility Buy -out fees are these in addition to the individual admission fee? <br /> Response: Yes, the buy -out fees are charged for large groups using the pool facilities <br /> for a minimum of 90 minutes or more, plus, the individual admission fee of 55 per <br /> person. <br /> 5. What are the admission fees at City Pools and are they increasing in 2012? <br /> Response: The admission fees at City Pools are 55 per person which were <br /> standardized for fiscal year 2011 and these fees are not increasing in fiscal year 2012. <br /> 6. Communication plan of Marina fee increases to Marina customers <br /> Response: Once the fees are approved a notice is sent to all of the berthers and the <br /> new rates are posted at the Marina office. The proposed fee increases were included in <br /> the May 2011 Recreation & Parks Commission memo by Debbie Pollan (Public Works <br /> Facilities and Open Space Manager) to Carolyn Knudtson (Recreation & Human Services <br /> Director). <br /> 7. Propose how the 2010 -11 Sewer Service tax adjustment will be handled in 2011 -12 <br /> Response: Staff proposes that the 2011-12 Alameda County Property Tax statement <br /> include two line items that read as follows: <br /> • "2010-11 Sewer Adj" - this includes the incremental increase not charged to <br /> customers on the 2010 -1 1 tax bill <br /> • "Sewer Service Charge" — this is the 2011 -12 sewer service rate approved by <br /> Council on June 21, 2011 <br /> This information will be communicated to the residents of San Leandro in coordination <br /> with the City's Community Relations manager to further explain the two sewer service <br /> charges on the 2011-12 property tax bill. <br /> The Finance Committee requested a specific proposal be prepared for their consideration <br /> regarding no business license fees for small businesses, or nominal fees for either the first year or <br /> first two years of business. This proposal is an effort to be a "business friendly" city. Business <br /> Development and Finance staff will coordinate and prepare a proposal for the Committee's and <br /> the City Council's consideration. <br />
