H. Applicant shall pay the overhead utility conversion fee for each unit prior to issuance of building permits. I. Applicant shall have site improvements designed and stamped by a civil engineer registered to practice within the State of California. Applicant shall obtain approval • of the City Engineer for all on site improvements prior to the issuance of Building Permits for the project. J. Applicant shall obtain a Grading Permit from the Engineering and. Transportation Department for on -site work prior to issuance of Building Permits and shall complete all grading work prior to issuance of a certificate of occupancy. K. If the design of any site improvement requires encroachments onto neighboring properties during construction, Applicant shall submit written agreements with that property owner to the City Engineer, for review and approval, prior to issuance of the building permit. L. Applicant shall have public improvements designed and stamped by a civil engineer registered to practice within the State of California. Applicant shall obtain approval of the City Engineer for all public improvements prior to the issuance of Building Permits for the project. M. Applicant shall obtain an Encroachment Permit from the Engineering and Transportation Department and pay encroachment permit fees for any work within the public right -of -way prior to the issuance of building permits for the project. Applicant shall complete the public improvements prior to issuance of a Certificate • - of Occupancy. N. Applicant shall widen Marina Blvd ten feet by removing existing curb, gutter, sidewalk, and driveways along the project frontage and replacing them with new improvements. New or overlaid AC pavement shall be installed in the roadway as required to provide a smooth travel surface without undue cross slope or grade breaks. • O. Applicant shall comply with the regulations and provisions contained in the City's Grading Ordinance, the City's Storm Water Pollution Prevention Permit, and the National Pollutant Discharge Elimination System (NPDES), to the satisfaction of the City Engineer. Applicant shall comply with the following high standards for sanitation during construction of improvements: Garbage cans, construction dumpsters, and debris piles shall be removed on a minimum weekly basis. All food related trash items such as wrappers, cans, bottles, and food scraps shall be disposed of in closed containers only and shall be regularly removed from the site. Inspections, conducted as part of the regular construction compliance, will be conducted to ensure compliance of the Applicant and contractors with this requirement.
