He asked if the City's determination that the sewers are private within the Dutton
Triangle is limited to the Dutton Triangle where there are no easements in place, or is
it applicable to other areas where there are easements in place. Mr. Teebay stated that
100 years ago, somebody screwed up. Did the City provide specifications to anyone
back then?
• Dana Ali stated that the concern is that landscaping and basement work has been
done. The cost that has been quoted seems low because additional work would have
to be completed once the line is finished. Yards and landscaping could be affected,
which will be a lot more money. Trenchless technology should be explored and
running cameras to see what is going on. He feels that the Broadmoor Association, as
a group, should look at having someone come in and take a look at fixing the
problem.
• John Kaplan asked how we got into this situation where houses were built on top of
mains. Is it really the homeowner's responsibility to pay for moving the main if the
City or subdivider built the structures on top of the main, thereby causing the problem
directly? There seems to be an issue that no one is taking responsibility for now, and
that should be looked at.
• Marcella Layton asked when homeowners will receive information that they must
disclose or if residents are clear between Breed and Beverly. Most people who have a
house that is affected would like to know as soon as possible about the problem.
5. Committee Member Comments
Councilmember Cutter asked if staff can provide an estimate of the cost for a study and
use of cameras. Mike Bakaldin stated that Roto Rooter provides the service at a
reasonable rate.
Councilmember Starosciak asked how the Dog Park project was corning along. Ken
Joseph stated that ten bids were received.
6. Adjourn
The meeting adjourned at 5:58 p.m.
