CITY OF SAN LEANDRO
APPROVED AND
STAFF REPORT FORWARDED
TO CITY COUNCIL
DATE:
May 16, 2011 tep en L. Hollister
City Manager
TO: Stephen L. Hollister, City Manager
FROM: Uchenna Udemezue, Director
Engineering and Transportation epartment
BY: Kenneth Joseph, City Engine
Engineering and Transportation Depai ent
SUBJECT PROJECT/PROJECT DESCRIPTION:
RESOLUTION OF AWARD OF CONTRACT TO REDWOOD ENGINEERING COMPANY
FOR THE PREDA STREET PIPE BRIDGES UPGRADE PROJECT, PROJECT NO. 09 -593-
52 -121.
SUMMARY AND RECOMMENDATION
The subject project will repair damage to one bridge and seismically retrofit the two bridges and
sanitary sewer pipelines that cross the San Leandro Creek at Preda Street.
Staff recommends award of contract to the low bidder, Redwood Engineering Company, in the
amount of $329,440.00 for the subject project.
BACKGROUND
Two sanitary sewer main pipelines pass beneath the Union Pacific Railroad tracks and cross San
Leandro Creek on two parallel bridge structures near the northern end of Preda Street. The first
bridge was constructed in 1938 and the second in 1973.
A recent inspection of these facilities found one of the bridge structures damaged, possibly from
a fallen tree or limb. Because of their age and their location across the environmentally sensitive
San Leandro Creek, further investigation was conducted to determine the condition of the pipes
and the bridge structures. The study identified several bridge components that need to be upgraded
to meet current seismic loading conditions. Also, to reduce the risk of sewage leaking into the creek
below, the pipes will be replaced with a joint locking system and Flex joint. These improvements
will increase system reliability during a significant seismic event.
