Housing Element Annual Progress Report 4 May 16, 2011 <br /> • BFWC, in partnership with the City and other social service providers, <br /> obtained a $1.5 million grant to create a new Housing Resource Center at <br /> DSFRC and prevented homelessness for 426 extremely low- income (ELI) <br /> clients in 13 months (BFWC/DSFRC exceeded this three -yr. goal <br /> already); <br /> • For FY09 /10, CDBG grantees provided public services to 42,000 ELI <br /> persons,1,219 homeless persons and 2.342 persons with disabilities /special <br /> needs; <br /> • The City Council approved an updated Reasonable Accommodation and <br /> Grievance Policies (in the Municipal Code) and ADA Facilities Transition <br /> Plan in 2010; and. <br /> • I -IUD approved the City's 2010 Language Access Plan to assist non - <br /> English speakers better. <br /> • GOAL 60: Fair Housing <br /> • ECI -IO tested 14 properties in the city for racial discrimination and found <br /> no differential treatment in 93% of the cases. Compared to Santa Clara <br /> County and five other cities in Alameda County, only Hayward had better <br /> resu Its; <br /> • ECl -IO conducted 17 fair housing training sessions with 429 landlords, <br /> property managers, tenants and potential homebuyers; and, <br /> • ECHO educated the public about fair housing issues via 48 public service <br /> announcements, 1,834 educational fliers, and "Fair Housing Month" <br /> activities in April. <br /> Future actions under the HE Update include the following highlights: <br /> • The City plans to produce housing units for low, moderate and above - <br /> moderate income households through The Alameda and The Cornerstone <br /> projects at San Leandro Crossings; <br /> • The City supports new alordable and market -rate rental apartments and <br /> condominiums in the Transit- Oriented Development (TOD) area to meet <br /> "workforce" housing needs; <br /> • The City will consider adjustments to long -term affordability requirements <br /> to preserve affordable rental stock; <br /> • The City will develop strategies to preserve affordable housing units "at <br /> risk" of expiring affordability periods; <br /> • The City will encourage green building and energy efficiency in new <br /> construction and rehabilitation projects; and, <br /> • The City will continue to support Homelessness Prevention and Rapid Re- <br /> 1- lousing efforts; <br /> • The City will consider changes to the Inclusionary Zoning Ordinance; and, <br /> • The City will explore TOD planning at Bayfair Mall. <br /> Current Citv Council Policy <br /> Not applicable <br />
