IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011-097 <br /> RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br /> MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN LEANDRO AND <br /> ALAMEDA COUNTY TRANSPORTATION COMMISSION (ACTC) RELATING TO THE <br /> INTERSTATE 880 /DAVIS STREET - WESTGATE PARKWAY INTERCHANGE PROJECT <br /> Recitals <br /> WHEREAS, the ALAMEDA COUNTY TRANSPORTATION COMMISSION and the <br /> CITY OF SAN LEANDRO desire to enter into a Memorandum of Understanding relating to the <br /> design and construction of the Interstate 880/Davis Street - Westgate Parkway Interchange Project <br /> (Interchange). <br /> WHEREAS, Interstate 880 (I -880) is a principal transportation corridor for the movement <br /> of workers, goods, and services within Alameda County and in particular through the city of San <br /> Leandro. <br /> WHEREAS, the portion of 1 -880 through San Leandro is currently planned to be improved <br /> with the addition of a southbound HOV lane from the northern San Leandro border to just south of <br /> the Marina Boulevard- Marina Automall Interchange passing through the Davis Street Interchange, <br /> which is being primarily financed by the Corridor Mobility Improvement Program of the State <br /> Infrastructure Bond Program. <br /> WHEREAS, the City has been concurrently implementing the second stage of its Measure <br /> B project, the Westgate Parkway Extension, to improve traffic flow on Davis Street at the <br /> Interchange and at the Timothy Drive (Westgate Parkway) /Warden Street intersection to meet the <br /> objective of improving traffic flow onto Westgate Parkway and relieving congestion at the <br /> interchange and intersections. <br /> WHEREAS, the City of San Leandro desires to coordinate the Measure B project (Westgate <br /> Parkway/Davis Street) improvements with the Interchange and with the southbound HOV lane <br /> project to reduce the disruption of traffic and the inconvenience to the residents of both San <br /> Leandro and Alameda County. <br /> WHEREAS, the City Manager has reviewed the Memorandum of Understanding and <br /> recommends approval. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br />
