IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2011-097 RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN LEANDRO AND ALAMEDA COUNTY TRANSPORTATION COMMISSION (ACTC) RELATING TO THE INTERSTATE 880 /DAVIS STREET - WESTGATE PARKWAY INTERCHANGE PROJECT Recitals WHEREAS, the ALAMEDA COUNTY TRANSPORTATION COMMISSION and the CITY OF SAN LEANDRO desire to enter into a Memorandum of Understanding relating to the design and construction of the Interstate 880/Davis Street - Westgate Parkway Interchange Project (Interchange). WHEREAS, Interstate 880 (I -880) is a principal transportation corridor for the movement of workers, goods, and services within Alameda County and in particular through the city of San Leandro. WHEREAS, the portion of 1 -880 through San Leandro is currently planned to be improved with the addition of a southbound HOV lane from the northern San Leandro border to just south of the Marina Boulevard- Marina Automall Interchange passing through the Davis Street Interchange, which is being primarily financed by the Corridor Mobility Improvement Program of the State Infrastructure Bond Program. WHEREAS, the City has been concurrently implementing the second stage of its Measure B project, the Westgate Parkway Extension, to improve traffic flow on Davis Street at the Interchange and at the Timothy Drive (Westgate Parkway) /Warden Street intersection to meet the objective of improving traffic flow onto Westgate Parkway and relieving congestion at the interchange and intersections. WHEREAS, the City of San Leandro desires to coordinate the Measure B project (Westgate Parkway/Davis Street) improvements with the Interchange and with the southbound HOV lane project to reduce the disruption of traffic and the inconvenience to the residents of both San Leandro and Alameda County. WHEREAS, the City Manager has reviewed the Memorandum of Understanding and recommends approval. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
